Job Purpose
As part of the Payroll Section, working within Financial Support Services and under the requirements of the Employment Rights Act 1996, you will:
- Provide timely and accurate payments to differing types of Education Authority employees and independent bodies within agreed deadlines, subject to varying conditions of service and statutory legislation.
- Provide information to internal and external professionals, statutory authorities, and outside agencies per statutory and non-statutory requirements.
Main Duties and Responsibilities
Payroll Administration & Processing
- Operate and maintain manual and computerised payroll records for various employee categories, ensuring accurate payments and deductions.
- Process and input all prepared data into the specialist payroll system (Resourcelink), verifying reconciliation accuracy.
- Process and control sickness and maternity records, calculating statutory and occupational entitlements on receipt and authorisation of medical evidence.
Compliance & Verification
- Verify accuracy of all payroll outputs, including payments, deductions, and reports, reworking calculations as necessary before releasing for payment.
- Maintain accurate manual and computerised pension records, ensuring correctness of data impacts pension benefits.
Information & Advisory Role
- Provide guidance on payroll, pensions, and statutory schemes to employees, ex-employees, departments, and external agencies.
- Comply with Data Protection Act (1998) when handling confidential information (written/verbal) for statutory/non-statutory bodies.

Systematic & Strategic Workload
- Manage workload under inflexible deadlines, prioritising tasks to meet payroll targets and generate administration documentation.
- Scrutinise authorised documentation and verify essential input data from related sections.
- Stay updated on PAYE, National Insurance, Statutory/Paternity Maternity Pay, Student Loans, and pension scheme legislation.
Customer & Agent Interaction
- Respond professionally to queries from employees, external agencies, and internal collaborators (telephone, written, or in-person).
- Train, supervise, and allocate clerical officers’ tasks, monitoring performance.
- Deputise for the Team Leader on specified tasks and rotate responsibilities where required.
Policy Compliance & Teamwork
- Adhere to Authority’s management attendance policy, including flexible working and return-to-work protocols.
- Act under pressure, balancing conflicting deadlines while operationalising government legislation updates.
- Work effectively in team-based and independent capacities.
Qualifications & Experience (Essential Criteria)
1. Educational/Experience Requirements
- Option 1: NVQ Level 3 or BTEC National, two A-Levels/equivalent, plus minimum 1 year administrative/clerical experience in a financial environment.
- Option 2: Minimum 3 years’ administrative/clerical experience working in a financial environment.

2. Technical Proficiency
- Demonstrated experience in specialist computerised software, including Microsoft Word and Excel.
*3. Specialised Knowledge (Interview Required)
- Payroll statutory payments and deductions, legislative updates, and compliance.
*4. Workplace Skills (Interview Required)
- Ability to work under pressure and meet deadlines.
- Initiative and adaptability in a team environment.
- Professional customer service skills (face-to-face/telephone).
Bonus: Desirable Criteria
- Experience using Oracle or similar payroll systems.
