Job Description
Service Care Solutions are recruiting on behalf of a local authority in Gloucestershire for a Payroll Technical Advisor to join the team on a temporary basis. The postholder will own the payroll processes, having an oversight on the practices and procedures, and development and maintenance of systems. You will ensure that services are accurate, effective and efficient, maintaining legislative and operational requirements all the while.
Key Responsibilities
- Lead and support the delivery of an accurate, efficient payroll service, deputising for the Payroll & Pensions Service Manager and providing expert technical support to the systems team on payroll activities.
- Drive continuous improvement by implementing payroll legislation changes, enhancing payroll systems and processes, and ensuring compliance with HMRC and pension requirements.
- Collaborate with internal teams, pension providers, Finance, Audit and other stakeholders to deliver customer-focused payroll services, resolve complex issues, and maintain accurate reporting and reconciliations.
- Coach and support colleagues, develop payroll procedures and communications, and provide expert guidance on complex payroll, pension and statutory queries.

Candidate Criteria
- CIPP Qualified or significant experience in payroll, including in an advisory capacity, with knowledge of policies, procedures and statutory requirements.
- Thorough knowledge of a variety of areas of payroll, including HMRC and pensions.
- Highly organised and proactive, able to manage priorities, maintain confidentiality, meet tight deadlines, and work both independently and collaboratively in a fast-paced environment.
- Strong analytical and problem-solving skills, with the ability to interpret legislation, implement effective solutions, and communicate complex payroll matters clearly.
