We’re the @one Alliance – an established and ground-breaking collaboration between Anglian Water and seven industry-leading partners:

Together, we deliver over half of Anglian Water’s capital investment programme. As we enter our most ambitious investment period yet, we will deliver a broader range of innovative and environmentally-driven infrastructure projects, including urban drainage and nature-based solutions like constructed wetlands.

You’ll create the People Development approach for our Alliances, working closely with senior leaders to understand business challenges ahead and turn them into leadership and workforce development priorities.
It’s about more than delivering programmes—it’s about building the frameworks and thinking that help leaders develop their people, strengthen performance, and prepare the Alliance for the demands of AMP8 and beyond.
Responsibilities
Your key responsibilities will include:
- Creating and owning the People Development strategy for the Alliances, ensuring it aligns with business priorities, future workforce needs, and long-term capability requirements.
- Acting as a trusted business partner to Executive and senior leadership teams, using their priorities, challenges, and ambitions to shape:
- People development plans
- Practical leadership strategies
- Leveraging workforce insights, business data, and external trends to:
- Identify capability needs
- Prioritise where development will make the biggest difference
- Building strong relationships across Anglian Water and partner organisations to:
- Align development plans
- Ensure relevance to business outcomes
- Influencing senior stakeholders in a complex Alliance environment to help leaders make confident decisions about:
- People operations
- Capability building
- Leadership development
- Designing a holistic development system that extends beyond standalone training, integrating:
- Leadership
- Team effectiveness
- Skills
- Performance
- Culture
- Identifying current and future skills gaps through insightful:
- Stakeholder engagement
- Data analysis
- Understanding the Alliance’s strategic direction
- Leading the full development cycle: from diagnosis and design → delivery → evaluation → measurable business impact.

Requirements
To succeed in this role, you will bring:
✅ Strong experience in:
- Creating people development, leadership, or organisational capability strategies linked to business priorities
- Operating as a senior L&D or people development professional with the ability to shape thinking rather than just execute activity
- Strong business partnering skills, combining:
- Trust-building
- Asking insightful questions
- Constructive challenge to senior leaders

About the Organisation
The role is part of the Anglian Water @one Alliance, a collaboration between consultants and contractors. Our projects include infrastructure for six million people in East England, focusing on water and wastewater challenges and promoting carbon reduction.
