Job Role: Hub Manager (Band 5) – HM Prison & Probation: People Hub

Location: HMYOI Stoke Heath, Market Drayton, TF9 2JL

Job Title

Hub Manager – HM : People (Organisational Group: People Hub; Level: First-Line Management; Band 5)


Overview of the Role

This role is a non-operational, administrative managerial position based within an establishment. The Hub Manager ensures effective operation of the People Hub, managing administrative processes and overseeing staff support in key HR areas.


Key Responsibilities

The Hub Manager will lead and manage the following core areas:

  • Core Administrative Functions:

    • Oversee HR operations, including learning & development, attendance management, staff detail, personnel payments, staff training availabilities, and leave processes.
    • Maintain accuracy in HR entry/exit processes, SPDR markings, NVQ facilitation, workforce engagement, performance appraisals, and sickness absence management.
    • Manage payroll administration (including Payment Plus hours).
    • Coordinate staff rewards, recognition, and vaccine/first aid records.
  • Operational Management:

    • Develop and enforce local policies/procedures in alignment with national standards.
    • Budget oversight: Manage a devolved budget according to approved procedures.
    • Ensure consistent performance against Service Delivery Indicators (SDIs).
    • Track data accuracy in both local and national systems, addressing discrepancies as required.
    • Monitor and present performance reports for the Hub.
  • Staff Leadership & Support:

    • Act as line manager, overseeing staff performance, career development, and appraisals.
    • Lead performance management, sickness absence policies, and disciplinary processes.
    • Provide first-point-of-contact for external stakeholders.
    • Contribute to policy improvements and organizational efficiency.

  • Communication & Reporting:
    • Draft and manage internal/external communications representing the Hub’s interests.
    • Report management information to the Head of Function.
    • Act as requisitioner/approver based on local governance rules.

Qualifications & Essential Experience

General: ✔ Proficient in Microsoft Word & Excel for reporting and data management. ✔ Strong analytical skills in Information collation, change management, and trends reporting.

Qualification Requirements:

  • Internal Applicants (Band 5 promotions including Hub Manager, Custodial Manager, Facilities & Services Manager roles):

    • Required to complete an approved qualification (where available) unless equivalent experience prompted a Band 5 mapping/regrading in prior roles.
  • External Applicants (Band 5 Hub Manager/Facilities & Services Manager):

    • Must complete the qualification if offered (where applicable prior to appointment).
