People Services Manager – People Operations
About the Role
Reporting to the Head of People Services, the People Services Manager – People Operations leads a high-volume operational and specialist People Services portfolio covering:
- Shared Services
- Pensions
- Reward and Benefits (including payroll-related activity)
The role provides management oversight of three People Services Business Partners, each responsible for one of three defined workstreams:
- Shared Services
- Pensions
- Reward and Benefits
The manager ensures these teams collaborate as a joined-up service to deliver excellence in operational efficiency and employee experience.

Key Responsibilities
This is a high-volume, regulated, and deadline-driven role, requiring responsibility for:
- Employee lifecycle administration (ensuring accuracy and compliance)
- Pensions governance
- Pay and reward administration
- Statutory reporting
- Workforce data integrity
- Clear day-to-day advice to managers and colleagues
The postholder will:
- Provide assurance across key operational people processes
- Manage risk and maintain effective controls
- Ensure compliance with regulatory requirements

Improvement & Transformation Focus
The role carries a strong operational improvement mandate, including:
- Using data, service insights, and manager feedback to modernise processes
- Reducing duplication and inefficiencies
- Enhancing the employee experience
- Supporting the delivery of more efficient, consistent, and accessible People Services across SWFRS
