Community Payback Supervisor – Operational Role

Location: NPS, 41 West Road, Lancaster, LA1 4NU

Job Summary

This operational role involves supervising unpaid work groups of offenders serving community sentences. Key responsibilities include:

  • Supervising small teams across various manual tasks (e.g., litter picking, graffiti removal, forestry work, planting hedgerows, cleaning, building and decorating).
  • Supporting offenders in community activities where they contribute unpaid hours as part of their rehabilitation.
  • Ensuring all work is completed safely, effectively, and to a high standard.
  • Assisting offenders in complying with legal orders whilst demonstrating teamwork and professionalism.

Probation Employment Pathway (PEP) Eligibility

This role is open to individuals who, within the last 10 years, have experienced barriers to employment due to a criminal conviction. Eligibility includes:

  • Custodial conviction (recently released)
  • Community sentence conviction
  • Conditional discharge
  • Out-of-court disposal

Eligible candidates passting assessments may receive a 2-year fixed-term appointment under an Exception 2 Civil Service scheme.

Note: The role includes frequent weekend working and requires manual tasking.

Mandatory Technical Requirement

  • Must hold a full UK Manual Driving Licence (Automatic-only licences will not be accepted).

About the Role & Benefits

Core Responsibilities

  • Supervise community payback groups (~7 hours/day) across various manual tasks.
  • Haul, load, and unload materials (e.g., poles, bricks, tiles, sand) to worksites.
  • Work with offenders to ensure productive and safe task completion.
  • Drive service vehicles to transport offenders or equipment along unmade or rough terrain.

Key Priorities

  • Ensuring offenders adhere to working guidelines.
  • Monitoring efforts to prevent conflicts and provide constructive feedback.
  • Documenting absences/attendances.
  • Reporting issues to management.

Pay: £28,064 (pro-rata start). Pay progression is possible via a Competency-Based Framework (CBF).

Working Pattern

  • Flexible and varied: Projects run 7 days/week, with rest breaks not strictly timed.
  • Weekend shifts paid at 50% higher rate.
  • Open to flexible working arrangements.

Key Requirements

Must Have:
