Job Summary

We are looking for a Performance Analyst to join HM Land Registry’s analytical community and play a key role in supporting some of our most important digital transformation programmes.

Supporting the Head of Performance Analysis and Senior Performance Analysts, you will be involved in HM Land Registry’s leading digital transformation projects. You will be part of a highly skilled analytical team that provides data, analysis and insight at pace to a wide range of stakeholders.

This is a chance to champion the use of data and analysis to drive our digital transformation ambitions and support digital product development. The successful candidate will use their data and analysis skills to support high quality analytical insight to senior leadership on our high-profile work areas.

Job Description

At HM Land Registry, data and insight are at the heart of our digital transformation journey. As a Performance Analyst, you will help ensure our digital products are informed by robust evidence, meaningful performance measures and actionable insights.

You will work collaboratively with colleagues from a range of professions, including data science, user research, customer insight and account management, to understand user needs, identify opportunities for improvement and measure the impact of digital services. Through your analysis, you will support product teams and stakeholders to make informed decisions that deliver better outcomes for our customers.

This role offers the opportunity to gain a deep understanding of HM Land Registry’s business processes and digital products, enabling you to become a trusted analytical expert within a fast-paced and evolving environment.

Main Duties

  • With demonstrable passion for performance analysis, you will identify, source and analyse the most appropriate data to provide actionable stories and insight.
  • You will communicate your findings to support digital product teams and other stakeholders, and influence decision-making and digital product development.
  • You will help develop performance measurement frameworks for each product development team to help support decision-making throughout each product’s lifecycle.
  • Influencing a “what does good look like” agenda, alongside Senior Performance Analysts you will help identify and apply meaningful KPIs.
  • You will have the opportunity to get an in-depth knowledge of HM Land Registry processes and its digital products to become an expert in how HMLR functions. This knowledge alongside your analytical prowess will help you collaborate with colleagues in other professions for example, data science, user research, account management and customer insight.
  • The speed of HMLR’s digital transformation requires you to work at pace to produce analysis quickly, sometimes with conflicting priorities. You will need to know how to prioritise your tasks and work to an Agile methodology in delivering outputs in a fast-paced environment.

Travel and Flexibility

  • Occasional travel across the HM Land Registry estate and to external locations will be required.
  • Attendance at meetings, workshops and conferences, including occasional overnight stays, may form part of the role.
  • You will be expected to work flexibly when required to meet business needs and support key priorities.

Person specification

Essential Technical Skills And Qualifications

  • Degree in a numerate subject (including, but not limited to maths, physics or engineering) or substantial, relevant work experience.
  • Experience in performance analysis or a similar analytical role, ideally in a digital or data-driven environment.
  • Proficiency in Power BI or similar business analytics tool, and a working knowledge of SQL, R and/or Python.

Desirable Technical Skills And Qualifications

  • Relevant skills, knowledge and application of Operational Research techniques (OR)*; and/or
  • Qualifications** to allow 'badging' to join GORS (Government Operational Research Service) in an analytical profession. see www.operational-research.gov.uk and www.theorsociety.com for more information
  • Qualifications are a 2:1 in a numerate subject, with substantial experience in applying either:
    • operational research;
    • statistics;
    • data science.

  • Understanding analysis across the product lifecycle: Experience of working with and providing analysis to digital service teams at different stages of the product lifecycle.
  • Working knowledge of UK Government guidance documents for analysis and evaluation, including the Aqua Book, Green Book and/or Magenta Book.
