Job Summary
A critical operational arm of the Health and Safety Executive (HSE), Energy Division (ED) regulates Great Britain’s on- and offshore oil and gas industry, pipelines, mines, diving, and renewables sectors.
Respected globally for its independent status and integrity, HSE delivers effective, proportionate solutions to manage hazardous activities safely.
Role Focus
The Gas & Pipeline Teams oversee:
- Onshore natural gas transmission and distribution networks
- Onshore chemical, hydrocarbon, and petrochemical pipelines
- Offshore subsea pipelines
As a Pipeline Engineering Specialist Inspector, you will:
- Provide technical oversight of high-hazard onshore and offshore pipelines transporting natural gas, hydrocarbons, petrochemicals, and other hazardous products.
- Ensure the safe and compliant operation of critical energy infrastructure across GB and offshore waters.
- Contribute to innovative projects aligned with the Government’s Clean Growth Strategy and the UK’s transition to a low-carbon energy system.
Note: Due to travel demands, this role requires exclusive full-time commitment.
About the Role
Key Responsibilities

Safety Case Assessment:
- Evaluate safety cases, determining adequacy of demonstrations, raising issues, and planning future inspections.

Incident & Complaint Investigation:
- Lead or contribute specialist technical expertise as part of multi-disciplinary teams investigating incidents or complaints.

Onshore & Offshore Inspections:
- Conduct onshore and offshore inspections collaboratively, producing evidence-based reports.

Enforcement & Compliance:
- Recommend proportionate enforcement actions in line with HSE policy and legal requirements.

Legal Representation & Expert Witnessing:
- Prepare technical reports and expert evidence for legal proceedings.
- Represent HSE or act as an independent Specialist Inspector in legal cases.

Technical Advisory Support:
- Provide expert advice on health and safety matters related to Pipeline Engineering, both within HSE and externally (engaging with industry and stakeholders).

Location & Attendance Policy
This role can be based in any advertised HSE location, but mandatory travel is required:
- Offshore Stays: ~4 to 6 times/year (weather-dependent).
- Onshore Stays: ~10 to 12 times/year for proactive inspections/investigations (may include unexpected overnight stays).
- Office Attendance:
- Hybrid Working Policy applies: 60% attendance at the designated base.
- Expect off-site collaboration, training, and administrative duties.

Travel Requirements
- Offshore Journeys:
- Requires helicopter travel and acceptable medical fitness for offshore environments.
- Must meet OEUK-approved offshore medical standards and OPITO-approved Survival Training (e.g., BOSIET/MIST).

Essential Skills & Criteria
Successful candidates must demonstrate:

Expertise in Pipeline Engineering/Integrity Management (insisting on -onshore or offshore practical experience).

Substantial experience in managing integrity of onshore/offshore pipe networks and equipment, including:
- Pipeline engineering principles (e.g., integrity management, safe design, risk assessment).
- Relevant codes and standards (application and interpretation).
- Pipeline and equipment inspection (e.g., risk-based schemes, maintenance planning, condition monitoring).
- Anomaly Management (fitness-for-service assessments, repair solutions).
- Pipeline failure analysis (e.g., mechanisms, degradation, life-extension methods).
- Maintenance protocols (planning, backlog management, deferral processes).

Professional Behaviours:
- Highly motivated, self-sufficient, but collaborative.
- Exceptional organisational skills with proven ability to prioritise under intense deadlines.
- Strong networking and communication skills for systematic, technical- and executive-level engagement.
- An eloquent presenter, capable of discussing pipeline system integrity (regulation, safety standards) for technical stakeholders.

- Experience as a neutral expert (e.g., memberships in standard bodies/safety committees), ensuring professional credibility in pipeline regulation.

- Degree or equivalent in Pipeline Engineering or a related discipline (e.g., mechanical engineering, civil engineering).
- Chartered/Incorporated Engineer (CEng/EngTech) status from recognised professional bodies.
