We're looking for a Change Framework PMO Manager to help shape, embed, and continuously improve our Change Framework. Working within the Change Framework & Methods team, you'll play a key role in ensuring our policy, standards, governance, and methodologies enable effective change delivery across the organisation. You'll combine framework expertise, stakeholder engagement, and a continuous improvement mindset to contribute to the creation of a pragmatic framework that balances consistency and assurance with the flexibility needed to support evolving delivery models.
About the Role
- Support the design, implementation, and ongoing development of the Change Framework, policy, standards, delivery methods, and guidance.
- Drive framework adoption through stakeholder engagement, communication, training, and support.
- Continuously improve framework processes, documentation, and ways of working based on feedback and emerging needs.
- Develop and maintain the change assurance framework that provides confidence in the quality and effectiveness of change delivery.
- Partner with PMO, Change, Technology, and business stakeholders to support both traditional and agile delivery approaches.
- Act as a trusted advisor, balancing governance and control with pragmatism and flexibility.
- Produce and maintain framework documentation, templates, standards, and reporting.

About You
- Proven experience in a PMO Manager role with responsibility for designing, implementing, and maintaining change frameworks.
- Strong understanding of portfolio, programme, and project management (P3M), governance, and change lifecycles.
- Experience of Agile framework design and implementation. Knowledge or certification in SAFe, Lean Portfolio Management (LPM) principles, and value-stream-based delivery models highly desirable.
- Experience developing or operating assurance frameworks within a change environment.
- Strong continuous improvement mindset with the ability to evolve frameworks while maintaining core standards.
- Excellent stakeholder management, communication, and influencing skills.
- Ability to balance organisational consistency with team autonomy and delivery needs.
- Relevant qualifications such as P3O, MSP, PMP, PRINCE2, SAFe, or equivalent would be advantageous.
