PMO Manager
PMO Manager – Central Government & Large-Scale Transformation Programmes
Job Title PMO Manager
Location Home-based – United Kingdom (with occasional travel to Manchester, Birmingham & London)
Contract Type Permanent, Full Time
About the Role
We’re seeking a PMO Manager to provide strategic leadership for complex programmes across UK Central Government projects. In this key portfolio role, you’ll support structured PMO governance, improve processes, and drive successful delivery across large-scale transformation and operational services. You’ll work closely with project teams, stakeholders and senior leadership to ensure high-quality, consistent outcomes.
What You’ll Be Doing
Core Responsibilities:
- Deliver full-spectrum PMO services, including:
- Governance, planning, reporting, RAID (Risks, Assumptions, Issues, Dependencies) management, and change control for multi-pronged programmes.
- Embed PMO standards, best-practice processes, and standardised templates across the portfolio.
- Develop and integrate project plans, tracking progress, identifying risks, and reporting variances.
- Create clear management information, dashboards, and actionable reports for executives and decision-makers.
- Collaborate with project managers to:
- Enhance risk and issue escalation processes.
- Mitigate operational barriers and support governance compliance.
- Lead and mentor PMO analysts, fostering a culture of evidence-based problem-solving and continuous improvement.
Essential Skills & Experience
- Proven PMO experience with complex, high-stakes programmes (preferably in public sector or regulated environments).
- Strong command of governance frameworks, including the governance lifecycle, planning methodologies, reporting tools, RAID principles, and change control.
- Hands-on experience in enforcing governance processes and aligning them with business objectives.
- excellent stakeholder management skills at all levels, with the ability to build trust, navigate politics, and influence senior leadership.
- Rigorous analytical mindset with a detail-oriented approach—comfortable extracting insights from data.
- Evidence of expertise in managing risks and issues amid fast-moving delivery environments.
- Demonstrated ability to lead teams, including mentoring, coaching, and performance management of PMO teams.

Desirable Skills
- Certifications: PRINCE2, MSP, Agile/Scrum, or comparable.
- Familiarity with Government ICT delivery, Transformational Change initiatives, or other high-complexity public-sector projects.
