The Programme Management and Commercial Management (PMCM) team is seeking a PMO & Programme Integration Lead to play a strategic role in shaping, governing and integrating programme management, project controls, and performance reporting—primarily across large-scale capital programmes in the water sector, and broader infrastructure. You will:

  • Guide programme-wide standards, optimise delivery processes, and establish a cohesive, high-performing PMO framework.
  • Develop robust commercial, schedule, and financial governance to ensure data-driven decision-making.
  • Provide hands-on PMO set-up, mobilisation, and transformational oversight—combining strategic leadership with operational execution.

A hybrid blend of advisory expertise and execution capability, the role requires experience in designing, implementing, and scaling PMO systems that streamline governance, integrated planning, and visibility across complex portfolios.

This position requires UK-based remote work with travel to Leeds at least once every fortnight.


About the Role

You’ll be instrumental in:

Strategic PMO Leadership & Programme Integration

  • Establish, refine, and scale the programme management framework—standardising processes for cost, schedule, scope, risk, and reporting.
  • Integrate data from P6, Power BI, Oracle, IPS and other systems to create a single source of truth for holistic programme insights.
  • Deliver strategic advisory to clients, championing best-practice PMO delivery and shaping governance models ensuring successful execution.
  • Align project teams, functions and stakeholders (PMO, commercial, leaders, and delivery organisations) to enhance collaboration and deliver unified outcomes.
  • Act as the synthesis point between the client's PMO and Stantec’s delivery teams, bolstering governance and minimising silos.

Programme Controls, Reporting & Performance Insight

  • Govern programme-wide performance reporting, ensuring KPIs, milestones, schedule health, and financial forecasts remain visible and accurate.
  • Develop integrated reporting packs and dashboards (Power BI, executive dashboards, technical performance reviews) that enable client and Stantec decision-makers.
  • Maintain robust governance frameworks for schedule, financial and risk data integrity across portfolios. Simplify complex data into actionable insights for leadership.
  • Analyse trends, identify inefficiencies or risks, and suggest strategic interventions.

Financial, Commercial & Resource Governance

  • Oversee contract obligations, commercial governance, and strategic financial planning, ensuring programme compliance.
  • Integrate commercial, planning, PMO, and resource management systems for consistent delivery—streamlining forecasting, allocation, and utilisation.
  • Ensure robust resource anchoring against financial and scheduling commitments, championing full support for informed investments.

Risk Management & Decision-Making

  • Develop risk-mitigation frameworks that embed strategic oversight of programmes—identifying interdependencies and risks early.
  • Lead strategy seminars,What-If analyses, and risk management heightening, advising leadership on emergent pressures and capacity-transformational interventions.

Leadership, Culture & Change Management

  • Mentor and develop high-impact multidisciplinary PMO teams, fostering a driven, learning culture.
  • Enhance internal and client PMO/capability, addressing skill gaps and embedding organisational best practices.
  • Facilitate cultural transformation, helping stakeholders adopt new methodologies and elevate team performance.

Stakeholder Engagement & Relationship Development

  • Build long-term trust with senior clients, regulatory bodies, and partners, ensuring value-aligned delivery.
  • Host governance meetings, workshops, and leadership forums to secure alignment and maintain momentum.
  • Serve as the integration hub—bridging strategy, execution, and stakeholders—across high-complexity projects.

The Ideal Candidate

Proven expertise in these areas will enable you to excel:

  • Programme Management & PMO Excellence

    • Strong track record in designing and delivering PMOs for vast, diverse capital programmes.
    • Crucial experience in integrating PMO processes, financial governance, and reporting controls.
  • Financial acumen & Contract Companion

    • Budget management skills, including accurate resource forecasting and programme-level oversight.
    • Practical knowledge of cost escalation, financial risks, and contract performance obligations.
  • Proven Leadership

    • Capable of coaching and managing teams to achieve pivotal deliverables and improve service outputs.
    • Experience leading transformative initiatives and actively improving standards.
  • Sustainability Sector Expertise

    • Familiarity with the water, energy sectors or equivalent experience to drive informed solutions.
    • Transferable governance insights and portfolio management expertise count.
  • Technical & Tool Proficiency

    • Proficient with delivering programmes using Primavera P6, Power BI, Oracle, VBA, Excel, SQL, and MS Teams.

  • Chartered/Accredited Status

    • PMP, MSP, or PMO certification (chartered status highly preferential) would enhance application.
  • Years in Profession

    • Minimum experience of 10–15 years in complex programme delivery (professional footprint or equivalent education credited as form).
