PMO & Programme Integration Lead

The Programme Management and Commercial Management (PMCM) team is seeking a PMO & Programme Integration Lead to shape, govern, and integrate programme management, project controls, and performance reporting across large-scale capital programmes—particularly in the water sector. You will deliver strategic leadership, embed programme-wide standards, and optimise workflows:
- Structure, align, and elevate an existing PMO framework to ensure data-driven, governed decision-making.
- Establish holistic commercial scheduling, financial, and risk oversight.
- Champion best practice and drive unified programme governance across stakeholders.
This hybrid advisory and operational role spans PMO advisory, programme setup, project controls expertise, and transformational leadership. It demands both a strategic mindset and acute execution capabilities to design, deploy, and improve frameworks that unite decision-making, integrated planning, and deep analytics data across complex programmes.
Location: Based anywhere in the UK with requirements for Leeds visits at least biweekly.
Key Accountabilities
1. Strategic PMO Leadership & Programme Integration
- Establish, lead, and enhance programme-wide PMO processes aligned with cost, schedule, scope, risk, and reporting standards.
- Integrate data from Primavera P6, Power BI, Oracle, IPS, and proprietary systems into a single source of truth for unified performance insights.
- Provide strategic advisory for clients on delivering large capital programmes via best-practice PMO methodologies.
- Align PMO, delivery teams, commercial functions, and executive stakeholders for cohesive, data-driven governance.
- Foster collaboration between client PMO teams, delivery partners, and internal Stantec functions by enhancing integration.
2. Programme Controls, Reporting & Performance Insight
- Oversee governance of programme performance reporting, ensuring clear KPI visibility for risk, cost, schedule, and milestones.
- Develop tailored integrated reporting packages (Power BI, executive dashboards, compliance reports) aligned with client needs.
- Reinforce high-integrity governance frameworks to validate and quality-check schedule, financial, and risk data.
- Analyse trends to optimise performance and propose intervention strategies.

3. Financial, Commercial & Resource Governance
- Cross-pollinate financial, commercial, and resource functions for robust budget forecasting and accountability.
- Cohesively integrate governance across scoping, resourcing, commercial commitments, and reporting.
- Deliver predictive financial and resource alignment to avoid shortfalls and support long-term programme health.
4. Risk Management & Decision-Making
- Design pro-active risk and opportunity frameworks with stakeholders, identifying dependencies across the portfolio.
- Facilitate change scenario workshops to prepare leadership for critical trade-offs.
5. Leadership, Coaching & Organisational Development
- Mentor multidisciplinary teams to foster agile adoption of PMO methodologies and transformational change.
- Drive upskilling in PMO, project controls, and holistic programme management.
6. Stakeholder Engagement
- Cultivate trust among senior client leaders, regulators, partners, and internal teams.
- Lead workshops and forums to align on deliverability, commercial strategy, and investment decisions.
Requirements
Ideal Candidate Profile
- Programme Management & PMO Setup: Hands-on experience in launching dispersed PMOs for high-complexity infrastructure programmes—particularly in capital projects—with repos 출판sitions (cost management, delivererability diagnosing, supplier engagements).
- Financial Governance: Proven track record in budget negotiation, resourcing optimisation, and programme-level commercial oversight under pressure.
- Leadership & Team Execution: Ability to mobilise, motivate, and consciously embed excellence across teams.
- Sector-Specific Insights: Deep familiarity with water, energy, or broad infrastructure programmes.
- Technical Proficiency

- In-depth experience with:
- Programme management systems (Primavera P6), Power BI dashboards, and resource and resourcing in Oracle.
- Change management groups (Wangood) / IPS familiarity.
- Microsoft Project tools, forecasting models, and scheduling platforms.
- Chartered Accreditation: Preferably holding APM accreditation (chartered PM/PMO status) or equivalent.
- Relevant Tenure: minimum 10–15 years’ in leadership/execution-focused governance or portfolio delivery roles.
