PMO Project Controller
PMO Project Controller – Critical National Infrastructure Programme

With our mission to deliver sustainable, forward-thinking infrastructure, we’re seeking a dedicated PMO Project Controller to embed excellence and drive success across our high-profile SRO Programme – a programme of critical national significance.
About the Role
You will be part of our dynamic Programme Management Office (PMO), collaborating with delivery, environmental, assurance, and governance teams to ensure strategic alignment, rigour, and successful outcomes. This is an opportunity to shape our PMO approach, lead with clarity, and deliver positive impact through data-driven analysis and forward-thinking foresight.
Location: Head Office, Coventry (37-hour weekday role).
Key Responsibilities

Process leadership & compliance:
- Set and enforce PMO policies/procedures covering risk management, change control, assurance protocols, and data-driven reporting, ensuring alignment to regulatory and organisational standards.
- Champion risk management, change reporting, cost planning, and assurance management within the organisation.
- Lead monthly SRO Risk Review meetings, ensuring robust process adherence, accurate data delivery, and proactive risk management.

Strategic assurance & reporting:
- Collaborate with internal/external stakeholders, regulators, and senior leadership to deliver accurate, insightful monthly reports on programme performance.
- Communicate risks and mitigation strategies with a clear focus on impact and timing.
- Present strategic project insights to senior stakeholders, including technical and governance expertise.

Performance optimisation & innovation:
- Drive a culture of continuous improvement across PMO processes, experimenting with new practices to become the centre of excellence.
- Review schedules (Critical Path Method, baselines, milestone tracking) with precision and challenge where necessary.

Regulatory compliance & assurance:
- Lead assurance and governance processes as part of our regulatory submission deadlines.
- Coordinate with assurance teams to maintain high-quality data and meeting standards.

Cross-functional collaboration:
- Act as a trusted advisor to delivery teams, challenging outcomes data, working with our water supply programme teams to refine schedules/costs/qualitative performance gaps.
Requirements & Technical Skills
Essential Criteria
- Expertise in PMO controls: Comprehensive experience in risk management, change control, methodology assurance, planning, and performance reporting.
- Planning software proficiency: Strong working knowledge of Oracle Primavera P6, Microsoft Project, or OPC, including schedule creation and resource allocation.
- Programmedelivery: Proven ability to deliver projects within Kennedy Principle challenging timescales while maintaining quality standards.
- Stakeholder Engagement: Exceptional communicator who fosters trust and confidibility across multidisciplined teams (engineering, compliance, regulatory scrutiny) to ensure smooth progress.
- Project governance & regulatory compliance: Experience in reporting for public regulatory bodies (ONS implementation support desirable) to maintain transparency.
- Analytical rigor: Strong analytical and numeracy skill-sets, projecting improvement opportunities through variance analysis and proactive foresight.
- Microsoft Proficiency: Advanced skills in Excel, Power BI, and documentation tools to generate insightful reporting and regular DIY changes.
- Licence requirement: Must hold a full UK driving licence (travel across regions is a possibility).

Desirable Attributes
- Professional qualification: Membership or certification with APM, Prince 2 or equivalent.
- Sensitivity: Knowledge of SEA Studies (Sustainability & Environmental Review Workshops) to augment regulatory compliance.
