Policy Adviser – Securities and Markets (Two Roles)
Salary: £43,090 – £46,500 (National) Working Pattern: Full-time, part-time, or job-share basis with flexible hours Location: Darlington (Feethams House) only

About the Team
The Securities and Markets Team develops policy on matters relating to the competitiveness, regulation, and good functioning of the UK’s financial markets to support UK growth. The team’s work is diverse, encompassing:
- Formulating laws guiding the behaviour of investment bankers and traders
- Ensuring UK financial markets attract the best UK and international companies
The team collaborates closely with:
- Teams across HM Treasury (HMT) and Government
- Industry representatives, think tanks, and regulators
- The Financial Conduct Authority (FCA), Bank of England, and global financial partners
A key focus is delivering rapid advice to ministers on high-profile issues such as current affairs and listings. Personal development is highly prioritised, with opportunities for challenging projects to grow professional expertise.
There are 19 colleagues across three units:
- Capital Markets Unit
- Wholesale Markets Unit
- Financial Market Infrastructure Unit
The Policy Adviser positions sit within two of these units, focusing on:
- Listings and PISCES: Capital Markets Unit (engaging in stakeholder strategy, listings, and the Private Intermittent Securities and Capital Exchange System)
- Digital Strategy: Financial Market Infrastructure Unit (prioritising digital innovation, digital assets, tokenisation, and market resilience)
The Roles
Policy Adviser – Listings and PISCES
Overview: This role offers strategic and policy development opportunities focused on two high-profile areas:
- Listings: Major driver of discussions on UK competitiveness as a global financial hub and the government’s growth mission
- PISCES: Cutting-edge alternative listing platform for private companies in the regulated sandbox environment

Responsibilities:

Listing Taskforce Engagement:
- Lead cross-government collaboration with the Office for Investment to support efforts within the Listings Taskforce (rayministerial initiative to secure IPOs in the UK).
- Assist in identifying relevant ministers or seniors for engagement with target firms.
- Monitor progress for potential listings within the financial services sector.

Stakeholder and Ministerial Support:
- Represent HMT in engagements with trade associations, pre-IPO firms, publicly-listed companies, the London Stock Exchange, and key decision-makers.
- Coordinate with HMT colleagues to prepare briefings for ministerial roundtables and draft speeches.

PISCES Strategy and Development:
- Become HMT’s subject matter expert for PISCES, contributing advice to Ministers and senior officials on strategic decisions.
- Partner with industry stakeholders and regulatory bodies (including the FCA) to refine regulatory frameworks and identify scalable adoption strategies during sandbox testing.

External Relationships:
- Foster productive relationships across political, industry, and regulatory teams, especially aligning objectives with the HMT-Office for Investment Group mission.
Policy Adviser – Digital Strategy
Overview: This is a high-level role with significant policy ownership and independence, centering on economic modernisation of financial markets—particularly the adoption of digital assets, tokenisation, and central securities depositories (CSDs).
- primary focus underpinning modernisation efforts includes distributed ledger technology (DLT) and innovative market structures that maintain sector competitiveness and resilience.
Responsibilities:

Strategy Delivery: Lead execution of the Wholesale Financial Markets Digital Strategy (vision shared in July 2025), which aims to safeguard leadership in a multi-faceted transformation including:
- The Digital Securities Sandbox.
- Alignment with Bank of England and FCA-led initiatives.

Key Knowledge Areas: Become an authoritative subject matter expert on:
- Secure settlement practices
- Digital assets/tokenisation
- Supporting policy advancements across settlement MT760 transactions and infrastructure reforms.

Legislative Oversight:
- Scrutinise, draft, and implement reforms via secondary legislation, with collaboration from legal experts in HM Treasury.
- Receive approvals or guidance on high-risk strategic risks.

Monitoring and Alignment:
- Track international and technological advancements within the space to incorporate insights into UK policy frameworks.

Engagement and Leadership:*
- Engage regularly with financial service regulators and industry leaders on critical policy matters.
- Support speeches, briefings, proposal correspondence, and Parliamentary engagement aligned with your guidance area.
