Policy Adviser – Securities and Markets (Listings and PISCES)
Salary: National: £43,090 – £46,500 Working Pattern: Full-time, part-time, or job share basis with flexible working hours Location: Darlington (Feethams House), UK only

About The Team
The Securities and Markets Team develops policy to enhance the competitiveness, regulation, and good functioning of the UK’s financial markets, supporting UK growth. The scope of our work spans:
- Formulating laws governing investment bankers and traders
- Ensuring UK markets attract leading domestic and international companies
- Collaborating with government teams, industry, think tanks, and regulators—particularly the Financial Conduct Authority (FCA), Bank of England, and international financial representatives
- Addressing high-profile issues and listings swiftly
The team operates under a strong personal development ethos, encouraging employees to take on challenging projects for professional growth.
This role is hosted within three core units:
- Capital Markets Unit (where this vacancy sits)
- Wholesale Markets Unit
- Financial Market Infrastructure Unit
The position resides in the Listings and PISCES branch, which plays a key role in:
- Stakeholder engagement to secure listings in the UK
- Development of PISCES (Private Intermittent Securities and Capital Exchange System)

About The Job
Policy Adviser – Listings and PISCES
This fascinating, strategic role offers leadership in two timely areas critical to the government’s economic competitiveness and growth:
- Secondary Markets Engagement – acting as HM Treasury’s primary liaison on Initial Public Offerings (IPOs) and advising ministers on attracting high-profile listings to UK markets.
- PISCES Policy Development – supporting an innovative regulatory sandbox for private company listings, including engagement with operators, businesses, lawyers, and the FCA.
Key Responsibilities

Listings Taskforce Secretariat
- Coordinate ministerial engagements with target companies on prospective IPOs.
- Monitor progress and liaise with colleagues to facilitate listings growth.

Ministerial Support
- Assist seniors and ministers with stakeholder meetings, including trade associations, pre-IPO companies, the London Stock Exchange (LSE), and key industry figures.
- Draft briefings for roundtables and ministerial speeches.

PISCES Expertise
- Manage HMT’s relationship with PISCES operators and prospective adopters.
- Work with lawyers and the FCA to evaluate the regulatory framework and propose policy enhancements.

- Stakeholder Relations
- Represent HMT externally to discuss listings and PISCES strategies with government, industry, and regulators—especially the Office for Investment to ensure alignment with national objectives.
About You
We’re seeking a candidate who excels in:
