Policy Adviser - Strategy and Governance
Senior Policy, Strategy & Governance Adviser
Do you have extensive experience of working in policy, strategy, or governance roles, ideally within government or a similar complex environment? Can you deliver at pace, work autonomously and proactively to meet priorities under pressure? If so, we’d love to hear from you!
About the Team
A small, friendly central team, the Strategy and Governance team focuses on delivering National Infrastructure and Service Transformation Authority’s (NISTA) strategic priorities and supporting the CEO and ministers. This includes:
- Coordinating NISTA expert advice
- Supporting ministerial requests
- Providing strategic join-up across NISTA’s functions and teams, and with other key parts of HM Treasury
- Leading the system of senior spending approval for government’s largest projects (MPRG (Major Projects Review Group) / MPDP)
- Leading policy implementation for NISTA of the Project RESET reforms
We play a critical role in supporting the CEO and organisation to deliver NISTA’s six core objectives:
- Deliver the 10-Year Infrastructure Strategy – implement and refresh the strategy
- Coordinate infrastructure needs – assess evolving priorities and adopt a spatial approach to planning for sustainable growth
- Unblock and accelerate major projects – advise on set-up, planning, delivery, benefits realisation, and provide expert commercial and financial guidance
- Raise delivery standards – develop best-in-class tools, guidance, and leadership programmes, drawing on UK and global best practice
- Provide assurance – oversee the Government Major Projects Portfolio (GMPP)
- Lead on private finance – advise on approaches to private financing of major projects

About the Job
In this role, you will:
- Build HM Treasury connections and work with colleagues in NISTA to ensure joined-up support to the CEO and ministers
- Coordinate across NISTA to bring together a coherent view to input into HMT implementation planning
- Support monitoring of progress and implementation of NISTA’s Project Reset
- Lead and support shaping the wider thinking about NISTA’s strategic priorities, including working closely with the CEO
- Support NISTA representation at cabinet committees
Note: Responsibilities may need to be flexed in future depending on business needs.
About You
You will have:
- Proven ability to deliver at pace, working autonomously and proactively to meet priorities under pressure
- Strong decision-making skills, with the ability to analyse complex information and use data and insights to inform recommendations
- Excellent communication and influencing skills, both written and verbal, with experience engaging senior leaders and a wide range of stakeholders
