Policy Adviser - Strategy and Governance, HM TREASURY

Senior Policy/Strategy Adviser – Strategy and Governance Team (NISTA)

Do you have extensive experience of working in policy, strategy, or governance roles, ideally within government or a similar complex environment? Can you deliver at pace, work autonomously and proactively to meet priorities under pressure? If so, we’d love to hear from you!


About The Team

The Strategy and Governance team is a small, friendly central unit at the National Infrastructure and Service Transformation Authority (NISTA), focusing on delivering the Authority’s strategic priorities and supporting the CEO and Ministers. Key responsibilities include:

  • Coordinating NISTA expert advice aligned with ministerial requests
  • Providing strategic join-up across NISTA’s functions, teams, and key parts of HM Treasury
  • Leading the major projects approval system for government’s largest initiatives (e.g., **MPRG (Major Projects Review Group) and MPDP)
  • Driving policy implementation for Project RESET reforms
  • Coordinating effort to fulfil NISTA’s six core objectives, including:
    • Deliver the 10-Year Infrastructure Strategy (implementation and updates)
    • Coordinate geospatial infrastructure planning for sustainable growth
    • Accelerate major projects through expert commercial/financial guidance
    • Raise delivery standards via best-in-class tools, leadership programmes and UK/global benchmarks
    • Oversee assurance for the Government Major Projects Portfolio (GMPP)
    • Lead private finance approaches to funding major projects

About The Job

In this strategic leadership role, you will:

  • Build HM Treasury connections and collaborate with NISTA colleagues to ensure joined-up support for the CEO and Ministers
  • Coordinate across NISTA to align insights for HM Treasury implementation planning
  • Monitor progress and enforce priorities of Project RESET at NISTA
  • Shape strategic thinking, working closely with the CEO, on NISTA’s evolving priorities
  • Represent NISTA at cabinet and senior decision-making committees
