Job Title: Policy and Procedure Advisor

Contract Type: Permanent

Salary: £41309.44 per annum

Working Hours: 37.5 hours per week

Working Pattern: Monday to Friday

Location: Speke, Liverpool

This is a hybrid role, with a requirement to travel as required to attend team meetings and site visits.

The difference you will make as a Policy and Procedure Advisor

The postholder will lead on Policy and Procedures for Care and Support, working collaboratively with colleagues from across the organisation to ensure excellent, customer focused practice.

Work will include:

  • Continuous improvement of internal policy and procedural development and review processes, to ensure processes are effective, user friendly and developed through consultation and co-production
  • Coordinating a Care and Support Policy and Procedure framework that creates a golden thread between legislation, internal policies and procedures, enabling systems, data and training
  • Actively working with colleagues to identify gaps and to create a prioritised backlog of policies, procedures and guidance documents for development
  • Writing and reviewing policies, procedures, and guidance documentation
  • Coordinating the development and review of policies, procedures and guidance documentation
  • Embedding policy and procedure change through training and communication
  • Identifying and actioning opportunities to improve the efficiency and effectiveness of practice

About You

We are looking for someone with:

  • Experience of developing strategy, policy and/or procedure.
  • Experience of research and/or data analysis.
  • Understanding of care, social housing, or homelessness sectors
  • Ability to interpret complex information and produce appropriate written responses.

Role Profile

Internal policy and procedural development and review processes

  • Own internal policy and procedural development and review processes
  • Work in collaboration with colleagues to continuously refine and improve internal policy and procedural review processes and ways of working, to ensure best practice, effective consultation and co-production
  • Ensure internal processes and ways of working are effectively understood by all colleagues involved in review and development
  • Provide ongoing training, support and communication to colleagues to embed best practice

Policy and Procedure Framework

  • Understand the Group-wide policy and procedure framework and how Care and Support specific policies and procedures fit in
  • Coordinate Care and Support involvement in relevant Group-wide policy and procedure reviews, both from a consultation perspective during review and development, and a roll-out perspective once approved
  • Manage an effective Care and Support specific policy and procedure framework. This will create a golden thread between legislation, internal policies, procedures and guidance, enabling systems, data and training
  • Ensure effective document referencing is in place to manage version control
  • Ensure the Care and Support framework is regularly reviewed and aligned with wider Group frameworks
  • Actively work with colleagues to identify gaps and to create a prioritised backlog of policies, procedures and guidance documents for development
  • Monitor dependencies and work with colleagues to make appropriate changes e.g. to other procedures, IT systems or quality audits
  • Support colleagues with information requests related to policies and procedures, for example from commissioners
  • Continually assess and escalate opportunities for more efficient and effective working practices such as utilisation of AI

Write and coordinate policies, procedures and guidance documents

  • Co-produce policies and procedures with relevant internal colleagues and, when relevant, customers, using the Care and Support customer panel as the key collaboration body
  • Work with colleagues to forward plan consultation and co-production, ensuring colleagues, customers and involved stakeholders can meaningfully have their say through a range of channels e.g. focus groups, forums, digital tools
  • Write policies, procedures and guidance documents directly, and coordinate other colleagues to write policies, procedures and guidance documents
  • Support and encourage development of innovative working practices to maintain high-quality service provision
  • Collaborate with subject matter experts and colleagues to embed best practice.

Embedding policy and procedure change

  • Ensure that all policy, procedure or guidance changes are effectively communicated to ensure that colleagues understand the change, what is required of them and where to access up to date materials
  • Where appropriate (e.g. where there is a new procedure or a significant change), work with colleagues to more thoroughly embed the change through informal and formal training and more in-depth communications

  • Work collaboratively and flexibly across teams
  • Operate in line with hybrid working procedures, working flexibly during the hours of operation.
  • Regular travel to different locations as required
  • Comply with all organisational policies and frameworks
  • Deliver the role in line with organisational values

  • Undertake additional duties as required by the Line Manager.

  • Ability to manage multiple priorities and meet deadlines
  • Strong partnership working skills
