Senior Population Health Management (PHM) Strategic Analyst – Betsi Cadwaladr University Health Board
Job Overview
An exciting opportunity has arisen for Betsi Cadwaladr University Health Board (BCUHB) to appoint to a senior position within the Public Health Directorate.
The Population Health Management (PHM) Strategic Analyst will play a critical role in driving forward a PHM Programme within the Public Health Intelligence, Research & Evaluation Programme in the Public Health Directorate, working closely with the Digital, Data, and Technology (DDaT) Directorate.
This programme aims to develop a PHM system that will:
- Lead to demonstrable improved population health outcomes
- Maximise our total resource allocation as a Health Board
- Work across a wide range of stakeholders, organisations, delivery agents, and partnerships
Main Duties & Responsibilities
Working closely with:
- A Principal Public Health Intelligence Specialist in Population Health Management (Band 8B)
- A Band 7 (Principal Data Engineer)
The post-holder will:
- Lead the development and implementation of a whole-system approach to strategic data analysis in population health management
- Ensure measurable improvements in:
- Population health outcomes
- Efficient resource allocation across the Health Board
- Lead on:
- Creation of actionable insights from complex datasets
- Progression from descriptive to predictive and prescriptive analytics
- Integration of data from primary, secondary, and social care sectors
- Wider determinants of health
- Key responsibilities include:
- Segmentation modelling
- Risk stratification
- Pathway analysis
- Monitoring health inequalities
- Collaborate with stakeholders to:
- Use linked data for identifying individuals who would benefit most from proactive interventions
- Tailor services to meet population needs
- Have experience acting as a lead Information specialist

Qualifications & Knowledge
Essential Criteria
- Master’s degree or equivalent experience in a highly relevant domain:
- Numerical subjects (e.g., Mathematics, Physics)
- Economics, Operational Research, Statistics
- Social Research
- Experience providing and presenting highly complex information to:
- Clinicians
- Senior managers
- Board-level executives
- Evidence of continuous professional development
Experience
Essential Criteria
- Experience of developing information systems and new information solutions
Skills & Attributes
Essential Criteria
- Experience in statistical analysis of highly complex information
- Ability to provide specialist advice on highly complex information issues
- Strong negotiation and motivation skills
- Experience and understanding of data quality issues
- High-level knowledge of NHS Wales policy and the role of DDaT within health and social care
Desirable Criteria
- Familiarity with SQL and/or Power BI
