Overview of the Job

This is an NPS (National Probation Service) role. The post holder will be a member of the divisional training team in NPS or in HMPPS Wales. The post will be based within one of the NPS divisions or in Wales, with some travel outside the area.

  • Reports to: Divisional Training Manager/Deputy Divisional Training Manager
  • Component: Part of the HMPPS Learning & Development Group

The post holder will:

  • Support the delivery of probation qualifications at a local level.
  • Coordinate learner needs, working with individuals and groups based in NPS, Community Rehabilitation Centres (CRCs), and/or HMPPS Wales.
  • Provide training, mentoring, assessment, and coaching for probation practitioners.
  • Occasionally overview quality assurance of assessments in compliance with regulatory frameworks.

Key Note: The role is training-focused and will apply professional skills to evaluate and improve qualification delivery. No line management responsibilities are associated with this post.

Travel: Regular travel across the division (or Wales, if in that area plus additional locations as required) and some overnight stays.

Mutual Assistance: PTAs must assist other HMPPS L&D departments as necessary.


Job Summary

Coordinates and delivers probation-related training and qualifications, including:

  • Ensuring access to appropriate learning opportunities.
  • Monitoring progress for learners across NPS/HMPPS England/Wales and CRCs.
  • Providing mentoring, assessment, and coaching.

The role covers:

  • Assessment-making: Enabling tbl-generated qualifications aligned with Awarding Body Design.
  • Professional skills delivery: Workshops for probation professionals.
  • Quality Assurance (QA): Monitoring learner work products and related functions tied to business needs (with relevant training provided).

Key Responsibilities

  • Learner Engineering:

    • Assist in learning selection processes for those pursuing probability qualifications.
    • Collaborate with colleges to ensure training meets qualification needs.
  • Training & Support:

    • Design and coordinate a range of training activities.
    • Broker broader professional learning opportunities.
  • Individual Needs:

    • Recognize reasonable adjustments and learning styles for all learners.
    • Monitor the learning agreement for each learner as per regulations.

  • Progress Enablement:

    • Conduct regular reviews with learners to support their ongoing development.
    • Identify and report performance issues or barriers to completion.
  • Coaching & Mentoring:

    • Coach and mentor learners in achieving their targets.
    • Support reflective practice to enhance professional growth.
  • Assessor Alignment:

    • Provide assessment and quality assurance.
    • Facilitate adherence to accreditation standards during group and one-one settings.
  • Staff Support:

    • Cover for colleagues as a PTA (Rearrangement Temporary Appointment) when needed.
  • Training Commitment:

    • Attend required development sessions and achieve the Assessor Award within 12 months.
  • Technological Skills:

    • Use varied assessment methods, technological tools, and ePortfolio systems.
  • Standards & Compliance:

    • Attend standardisation meetings and liaise with Quality Assurers.
    • Chair internal QA sessions, prep for external QA, represent at Qualifications Assurance Group.
  • Professional Growth:

    • Maintain and develop probation-specific knowledge through training and applicable experience.
  • Used to Assist:

    • Liaison with Higher Education Providers alignment learning with probation qualifications.
    • Facilitate assignment review and achievement of academic awards if necessary.

Flexible Role Definition: The listed tasks reflect the current post but may expand as needed. Policy adjustments reported by the job holder shall undergo the Job Evaluation Scheme review for significant charge variations.

Essential Experience

  • Substantial Probation Practice experience with up-to-date policy awareness.
  • Strong organisational skills, attention to detail.
  • Demonstrates excellent communication and ability to connect with learners.
  • Direct experience working with offenders in the penal or probation system.

Technical Proficiency

  • Probation Officer qualification critical.
  • Knowledge of probation and related qualifications framework/compliance pathways.

  • Achieved Probation Officer Qualification.

Technical Skills

  • Assessor Award: Required within 12 months.
  • HPS/Probation sector knowledge: Must be up-to-date regulatory compliance awareness in place.
  • L&D framework navigation: Ability to align learning to outcomes/changeless.
  • Competence in digital technology and ePortfolio use:
    • E-rate and DVA use sophistication.
