London (Hybrid)
Up to £95,000 + £6,000 Car Allowance + Pension + Private Medical + Life Assurance
Are you an experienced Project Manager or Operations professional looking to influence projects before they reach site?
We're exclusively supporting one of the UK's leading Tier One, privately owned construction contractors in the appointment of a Pre-Construction Manager to join their growing team.
With a reputation built on quality, long-term client relationships and delivering complex projects across the UK and Ireland, this contractor has continued to invest heavily in its people, technology and sustainable growth. Unlike many of its competitors, it remains privately owned, allowing for long-term decision-making, genuine investment in employees and an enviable pipeline of secured work across both public and private sector clients.
This isn't a traditional estimating or bid management position.
Our client is specifically looking for someone who has come from an operational or project delivery background—someone who understands what it takes to successfully deliver projects on site and can bring that practical knowledge into the early stages of construction.
You'll play a pivotal role in shaping projects from concept through to mobilisation, ensuring they are buildable, commercially robust and set up for successful delivery.
The Opportunity
Working from either the London or Hillsborough office, you'll lead projects throughout the Pre-Construction phase (RIBA Stages 1-4), managing PCSA and Early Contractor Involvement (ECI) opportunities while working closely with clients, consultants and internal delivery teams.

You'll become the central figure bringing together design, estimating, planning, commercial and operational functions to develop winning solutions that are practical, efficient and deliverable.
This is a highly influential role where your operational experience will directly impact how projects are planned, procured and ultimately delivered.
Key Responsibilities
- Lead all pre-construction activities across PCSA, Framework and ECI projects.
- Coordinate estimating, design, planning, commercial and supply chain teams throughout the bid process.
- Drive early-stage design development, ensuring solutions are practical, compliant and buildable.
- Develop construction methodologies, sequencing and logistics strategies.
- Work alongside estimating teams to ensure cost plans reflect realistic delivery methodologies.
- Lead value engineering workshops and identify opportunities to improve programme, cost and buildability.
- Manage risk and opportunity throughout the pre-construction process.
- Build trusted relationships with clients, consultants and key stakeholders.
- Lead structured project handovers into operational delivery teams.
- Promote collaboration and continuous improvement across the wider business.
What We're Looking For

This role will particularly suit someone who has progressed through an operational route within a Tier One or major main contractor environment.
You'll ideally have:
- A background in Project Management, Construction Management or Site Operations.
- Experience working on complex construction projects for a main contractor.
- Strong understanding of construction methodology, sequencing and project delivery.
- Experience working alongside estimating, commercial and design teams during pre-construction.
- Excellent stakeholder management and communication skills.
- The ability to balance technical, commercial and operational priorities.
Previous experience within a dedicated Pre-Construction role would be advantageous but is by no means essential if you've developed strong pre-construction exposure through project delivery.
