Pre-Construction Project Manager - Harlow District Council
Temporary, Full-Time
- Salary: £450.00 per day (umbrella arrangement)
- Location: Harlow, Essex
- Closing Date: 10th July 2026
Essex County Council is supporting Harlow District Council in recruiting a temporary Pre-Construction Project Manager on an initial 12-month basis, with a potential 12-month extension. Note: 1–3 days per week are expected to be spent on-site.

Harlow is a thriving town with excellent facilities for all ages, including superior shopping, leisure, and sport. It offers exceptional transportation links to London and major infrastructure (35 mins to London, 20 mins to Stansted Airport via train or car).
Harlow has ambitious plans, with an £150m investment over the next two years in its Housing Capital Programme. It's building a diverse team of high-calibre professionals and is seeking application from experienced, enthusiastic candidates to help deliver its vision.
The Role
Harlow Council is seeking an experienced Pre-Construction Project Manager to oversee the pre-construction phase of its capital works programme. The programme will deliver major refurbishments and system updates across occupied council homes, including low- and high-rise buildings, in adherence to:

- Building Safety Act 2022
This role is ideal for professionals with roles such as:
- Employer’s Agents
- Contract Administrators
- Delivery Managers
- Quantity Surveyors
- Building Surveyors
- Project Managers
- Asset Managers
Preferably with experience in Capital Works, occupied residential projects, and knowledge of RIBA’s Plan of Work 2020.
Note: This position is not suitable for New Build-only project or site managers.
Key Responsibilities

Collaborate with internal stakeholders and external consultants to:
- Identify priority estates, buildings, and properties
- Plan, coordinate, and execute site investigations, inspections, and feasibility work
- Scope and deliver project development and design

Work with the Procurement team to:
- Ensure accurate and prompt tendering and evaluation of works

Coordinate with the Delivery team to:
- Ensure compliance with required standards during Pre-Construction Phase handover

Support leaseholder consultation activities throughout the programme
Required Experience
You should have:
✔ Demonstrated experience in planning, developing, and delivering capital projects and programmes in occupied residential settings ✔ Strong expertise in constructing and evaluating tenders for consultancy services and planned works ✔ Evident knowledge and appreciation of:
- The Construction (Design and Management) Regulations 2015
- Building Safety Act 2022
- RIBA Plan of Work 2020 ✔ Background in a Local Authority or similar public-sector environment is a plus ✔ Ability to work at pace, manage multiple concurrent projects at various stages ✔ Strong team-player mindset
