Pre-Construction Technical Manager Civils & Enabling Works
Location: South East
Salary: Competitive + Package
Employment: Permanent
A leading UK civil engineering and enabling works contractor with a £300m+ turnover is looking to appoint a Pre-Construction Technical Manager to support its growing civils division. The business is based in North Kent and delivers major earthworks, enabling works, remediation, infrastructure, and ground engineering packages across the UK.
Role Overview
The Pre-Construction Technical Manager will support early-stage project development, technical assurance, and bid preparation on major civils and enabling schemes. You will work closely with estimating, planning, engineering, and delivery teams to ensure robust, buildable, and competitive technical solutions.

Key Responsibilities
- Lead technical input for tenders, feasibility studies, and pre-construction planning
- Review drawings, specifications, and client documents
- Develop methodologies, sequencing, and buildability solutions
- Support value engineering and risk identification
- Provide technical assurance across civils, earthworks, remediation, and enabling works
- Liaise with clients, designers, and internal teams
- Ensure compliance with industry standards and safety requirements

Experience Required
- Background in civil engineering, ideally with experience in:
- Enabling works
- Earthworks
- Remediation
- Infrastructure / heavy civils
- Experience in pre-construction, technical management, or bid support
- Strong understanding of buildability, methodology, and temporary works considerations
- Degree or equivalent in Civil Engineering or related discipline
