Pre Contract Development Specialist

Location: St Vincent Crescent, Glasgow

Working within the Framework Contract Team in SPD to support the operations of LIVE framework agreements and monitoring of all live frameworks.

Ideally the candidate will have knowledge of Framework Agreements, SPEN Operations, ED2, Procurement processes, Legal Forms of Contract, and working knowledge of SPEN SAP system. Quantity Surveyor type background would be of benefit and the ability to scrutinise and report on LIVE framework usage providing feedback.

The pre contracts team look at the requirements of the business for particular services. We work with the business users to understand the requirement and build the tender pack. We support the procurement team throughout the full process which involves assessing bids, scoring returns, post tender presentations and supporting procurement with general activities.

Once the tender is concluded, we are involved in business user roll outs and contractor roll outs to ensure everyone is clear on what the framework requirements are. Subject matter is varied with contracts predominantly focused on Services/Engineering and Construction though not exclusively. Understanding of SPEN typical activities on the Network and associated assets would also be of benefit.

What you’ll be doing

  • To lead and drive continual performance improvement through analysis of outputs and feedback from internal and external sources.
  • Through active engagement with internal and external customers, support delivery of robust communication activities to facilitate the delivery of effective service framework contracts.
  • Develop robust plans for service framework contracts which are devised to improve delivery and efficiency.
  • Develop, review and update reporting systems for, cost, budget, financial forecast, and performance data for business improvement processes including preparation and presentation of reports.
  • Identification, resolution, and escalation of contract issues as required.
  • Management of contractual relationships to provide effective contract management.
  • Evaluate framework agreements and allocation of risk between Energy Networks and the contractor.
  • Represent Energy Networks at meetings both internal and external.
  • Take responsibility for your personal development.
  • Involve the team in finding solutions to areas where performance is not on target.

What you’ll bring

  • Knowledge of service frameworks and their application in the field as well as procurement tender process including tender documentation.
  • Knowledge of various standard terms and conditions applicable to framework contracts.
  • Ability to communicate and present information effectively at all levels.
  • Ability to negotiate effectively at multiple levels to achieve the best outcome for SPEN mitigating commercial risks.
  • Ability to manage competing priorities using sound technical and financial judgement to determine optimal solutions.
  • Awareness and understanding of key business drivers and the external commercial context in which ScottishPower is operating.
  • Contract & SLA management and general commercial & regulatory awareness with the ability to balance customer service, operational delivery, and efficient financial performance.
  • Ability to devise solutions to complex problems/challenges.
  • Expert knowledge of analytical and quantity surveying techniques is desirable.
  • A working knowledge of Health & Safety legislation and policies.
  • A working knowledge of financial control procedures and systems.

Minimum Criteria

  • Proven project and contract management skills.
  • Computer literacy.
  • Professional qualification or equivalent experience.
  • Proven negotiation skills.
  • Knowledge and experience of framework contracts in SAP.
