Pride In Place – Programme Manager

Location: East Suffolk Council, Central Lowestoft Salary: £44,075 – £48,226 (Band 8) Hours: 37 hours per week Contract: Full-time, 12-month Fixed Term

As a dynamic work environment, we're seeking a visionary leader to join our Communities and Leisure Team in shaping and delivering the Pride In Place programme—a £20m, long-term regeneration initiative for Central Lowestoft.


About the Role: Pride In Place – Programme Manager

You’ll be responsible for spearheading the Neighbourhood Investment Plan, designing, coordinating, and facilitating delivery in an evolving, early-stage landscape where strategy, governance, and execution approaches are still being developed.

This position sits at the intersection of East Suffolk Council and the Pride In Place Neighbourhood Board, demanding expertise in managing complex programmes with interconnected projects, grants, and partnerships.


Your Responsibilities

  • Develop and lead a multi-million-pound regeneration programme, driving strategic vision and operational delivery in Central Lowestoft.
  • Engage and collaborate with multiple stakeholders, including partnering organisations and governance bodies, to define and refine programme priorities.
  • Establish collaborative structures, ensuring alignment between the Council’s priorities and the Neighbourhood Board’s objectives.
  • Direct the evolution of the programme strategy within an agile and dynamic setting.
  • Ensure alignment between objectives, partnerships, and resource distribution to maximise impact in regeneration efforts.
  • Represent the programme to key stakeholders, fostering external relationships and securing buy-in where necessary.

Requirements

This role demands proven leadership in complex programme or project delivery, preferably within regeneration, community development, or the public sector. Experience in:

  • Managing multi-stakeholder environments with governance partnerships.
  • Guiding a programme through early stages, prioritising strategic thinking and adaptability.
  • Delivering against predetermined targets, analysing outcomes, and learning from progress.

Technical knowledge or strategic experience in regeneration and strategic place-shaping is beneficial. *
