Job Summary
This is an exciting opportunity for an experienced leader to join North East Derbyshire Primary Care Network Ltd (NED PCN), as our new PCN Manager.
We are looking for a motivated, enthusiastic, innovative leader to join our focused, professional, friendly and supportive senior management team.
The ideal candidate will have proven leadership experience, a proactive mindset, and will be dedicated to making NED PCN the best it can be, for its member practices, their patients, and its staff.
Main duties of the job
As PCN Manager, you will be integral to the ongoing success of the PCN. Playing a lead role within the complex environment of Primary Care, you will be responsible for identifying and delivering a wide range of operational and business improvement initiatives, providing strategic leadership and transformational support.
This is an outward-facing role and the ability to cultivate strong, effective relationships with a wide range of stakeholders is critical to develop collaborative and innovative approaches to service delivery, which will sustain and further strengthen the resilience of the PCN.
You will be responsible for maximising the impact of all PCN resources (including financial), and you will be accountable for the development, integration and wellbeing of the PCN employed workforce. You will ensure every decision is made with the best interests of the PCN member practices, and the patients they serve, at its heart.
About Us
NED PCN is a group of four likeminded GP practices in North East Derbyshire: Barlborough Medical Practice, Killamarsh Medical Practice, The Springs Medical Partnership and The Valleys Medical Partnership. We are a small PCN with approximately 40,000 patients. We are proud of all our PCN has to offer, and everything we have achieved to date, much of which is as a result of our ongoing investment in collaborative working between practices and a shared commitment to sustaining the core principles of General Practice.

Job Description
Job responsibilities
Leadership and Business Management
- Lead on the development and implementation of the PCN vision and strategy, in collaboration with its member practices, the Clinical Director and PCN Board Members.
- Proactively identify and capitalise on opportunities which will be of benefit to the PCN and its patients.
- Ensure the PCN is fully compliant with its statutory and legal responsibilities, including those in relation to the PCN's Limited Company status.
- Lead, guide and support the PCN Board, PCN Clinical Director, and its member practices to ensure the smooth running of the Network including the delivery of strategic and operational priorities.
- Provide effective leadership for the Network to drive the transformational change required to deliver the Network Contract Directed Enhanced Service (PCN DES), Team Up enhanced service specification, Enhanced Health In Care Homes Framework and any other relevant contracts.
- Coordinate the delivery of PCN services and other projects arising on behalf of the Network.
- Agenda set and chair monthly PCN Board meetings.
- Lead the Digital and Transformation Programme, as outlined within the PCN DES.

Financial Management
- Be accountable for strategic oversight of the PCNs finances, ensuring the network operates within an agreed budget and reports to Board and member practices on performance.
- Provide financial control and compliance, including keeping of company accounts.
- Provide oversight of the PCNs financial position to the Board members through regular reporting.
- Manage the PCN as an NHS pension employing authority, ensuring compliance to relevant regulations and legislation.
- Submit annual financial accounts and other annual updates to Companies House.
- Ensure staff salaries and pensions are managed and paid appropriately.
- Create business plans and cost summaries for new and existing initiatives.
- Be accountable for setting the PCN budget, including 3-year forecasts, based upon the funding available.
- Explore additional funding opportunities and where appropriate, submit bids, financial claims, end-of-year returns and any other associated compliance information written into the conditions of funding.
- Lead and/or oversee procurement activities.
Human Resource Management
- Embed an inclusive and respectful work environment that prioritises staff wellbeing.
- Ensure appropriate HR management systems are in place to support staff management.
- Oversee recruitment, inductions, appraisals, performance management and training of the PCN workforce.
- Undertake regular workforce reviews, with reference to skill requirements and workload, making any recommendations for change to support and improve delivery of care to the Board.
- Manage operational, administrative and clinical staff including all aspects of employment, as set down within the PCN staffing structure.
Service Delivery
- Work with member Practices to develop new and innovative ways of working which enable the PCN to thrive through the sharing of best practice and working collaboratively.
- Ensure service development and delivery is in accordance with the PCN DES and other local initiatives.
- Oversee the day-to-day operations of the PCN staff, ensuring staff achieve their primary responsibilities.
- Manage and monitor compliance in terms of direct PCN operations, including, but not limited to, employment law, GDPR and Health & Safety.
Governance
- Establish systems and policies to ensure correct governance of the PCN limited company and effective working between the constituent practices.
- Establish effective quality improvement and clinical governance systems and processes, to ensure services are delivered in accordance with associated clinical standards, evidenced based standards and recognised good practice e.g. NICE guidelines, CQC requirements.
- Develop and enforce local policies and standard operating procedures to support service delivery to required standards.
- Manage the quality of service delivery through clinical audit, Significant Events Analysis and standard setting.
- Implement recommendations from local clinical audits with support from the Clinical Director.
- Be responsible for the production of performance and quality reports within the Network and present reports to the Board.
- Ensure all PCN policies and insurances are in place and regularly reviewed to minimise the companies' legal liabilities.
- Ensure all contracts, agreements and subcontracts with third parties are developed and reviewed at regular intervals.

Information Technology
- Oversee the development and maintenance of a robust IM&T policy.
- Ensure the PCN's compliance with all GDPR legislation and professional information management standards and Information Governance.
- Ensure that the PCN's use of technology is current, relevant and appropriate for use.
Communication and Engagement
- Lead, develop and maintain good internal and external communication for the PCN.
- Act as the primary point of contact for NHS(E), DDICB, community services and other external stakeholders.
- Effectively and professionally represent NED PCN at all appropriate meetings.
- Work in collaboration with other local health and care organisations to develop transformational programs of work.
