About The FCA And Team

The Financial Conduct Authority (FCA) regulates UK financial services firms, ensuring fair, effective, and growing markets. Your role would contribute to protecting consumers, driving economic growth, and shaping the future of UK financial services.

The Market Oversight Directorate supervises UK primary and secondary markets across listing, prospectus and market abuse regimes, promoting trusted, efficient markets. Its four departments include:

  • Listing
  • Primary Market Oversight
  • Secondary Market Oversight
  • Market Oversight Data & Intelligence

Within this structure, Primary Market Specialist Supervisors (PMO) oversee the Market Abuse Regulation (MAR), Listing Rules, and Disclosure/Transparency Rules. They engage with issuers, sponsors, Primary Information Providers (PIPs), and proxy advisers to:

  • Provide guidance
  • Supervise firms
  • Monitor disclosures
  • Investigate breaches

The Primary Market Specialist Supervision (PMSS) team focuses on critical regulatory engagement:

  • Primary markets activity oversight (MAR focus)
  • Sponsor and PIP regulatory supervision
  • Evaluating disclosures
  • Managing risks to investor clarity and efficiency.

Role Responsibilities

  • Develop and maintain relationships with sponsor firms/PIPs via regular communications.
  • Analysing firms, understanding their systems, operations, and controls.
  • Resolving technical regulatory issues requiring complex analysis.
  • Planning, coordinating, and executing desk-based or on-site reviews of firm compliance.
  • Reviewing sponsor/PIP applications to assess eligibility for registration.
  • Leading policy development and supporting FCA cross-departmental projects.
  • Providing regulated firms with structured feedback and enforcing safeguards as needed.

Requirements

Minimum Skills

  • Proven experience in primary markets, including compliance, investment banking, or regulatory supervision.
  • Demonstrated ability to assess complex information and present clear written analysis.
  • Experience managing a high-paced, varied workload with competing priorities.

Essential

  • Strong written & oral communication skills for diverse stakeholder engagement.
  • Project management from initiation to execution and ability to deliver results across a broad portfolio.
  • Ability to apply independent judgment while deciding when to escalate matters real-time.
  • Talent for risk/opportunity identification with full stakeholder impact awareness.
  • Prior experience coordinating team-based projects or cross-team workloads.
  • Collaborative and adaptable, with respect for FCA-wide cooperation.
  • Negotiation acumen, credible influence, and flexible communication styles for sensitive discussions.
