The Market Oversight Directorate manages conduct in UK primary and secondary markets through listing, prospectus, and market abuse regimes, promoting trusted, orderly, and efficient markets via its four departments: Listing, Primary Market Oversight, Secondary Market Oversight, and Market Oversight Data & Intelligence.
The Primary Market Oversight (PMO) Department oversees UK primary markets by ensuring adherence to the Market Abuse Regulation (MAR), Listing Rules, and Disclosure and Transparency Rules. It consists of six specialist teams—including Primary Market Specialist Supervision (PMSS)—focusing on regimes like MAR, sponsor, Primary Information Provider (PIP), and proxy adviser oversight. The role ensures that issuers receive appropriate guidance, regulatory information is disseminated, and investors receive clear research/voting data.

Key Responsibilities
- Stakeholder Relationships
- Develop and maintain relationship with sponsor firms, PIPs, and other stakeholders through regular engagement.
- Foster understanding of firms’ operations, staff, systems, and controls.

Regulatory & Technical Issues
- Analyse and address technical/compliance issues arising under the relevant regulations (MAR, Listing Rules, etc.).
- Provide feedback to firms and take appropriate regulatory actions.

Case & Project Management
- Lead or support desk-based/onsite regulatory reviews of sponsors and corporate finance firms.
- Assess applications from firms seeking sponsorship, PIP status, or proxy adviser registration.
- Supervise policy development and other cross-FCA projects.

Decision-Making & Collaboration
- Demonstrate initiative, judgment, and proactivity in prioritising work and mitigating risks/opportunities.
- Collaborate across FCA departments, negotiating effectively and communicating credible feedback.
Skills & Experience
Minimum Requirements
- Proven experience in primary markets (e.g., corporate finance, investment banking compliance, or regulation).
- Ability to assess complex information and present written analysis with clarity.
- Experience managing a varied caseload, prioritising workload efficiently.
Essential
- Strong written/oral communication skills.
- Project management ability: balancing multiple cases and delivering results under pressure.
- Sound judgment to escalate or delegate decisions in real time.
- Risk management & impact assessment experience.
- Evidence of leading team-based case/work in collaborative environments.
- Negotiation and relationship-building skills for difficult conversations, maintaining credibility across diverse contexts.
