Expected salary range of $135,000 to $150,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
Primary Purpose of Position
Provide expertise on development of and adherence to North American Electric Reliability Council (NERC) and Regional Reliability Organization electric reliability standards, while partnering with Constellation Power Operations and NERC Compliance IT group. Facilitate internal issues management processes to obtain stakeholder involvement and ensure organizational alignment on issues and participate in the development of company positions on electric reliability standards. Provide oversight of Constellation Power to determine their adherence to the Constellation NERC Reliability Standards Compliance Program as well as to the NERC and Regional Reliability Organizations' Compliance Monitoring and Enforcement Plan. Represent Company on NERC, Regional Reliability Organization and industry committees and taskforces. The Principal Compliance Specialist evaluates and determines compliance for Constellation Power activities; will recommend corrective actions to address inadequacies that are discovered during assessments, including recommendations that are administrative or functional in nature. Will typically involve acting in a consulting or advisory capacity and gather commitments of other management personnel in the organization. The Principal Compliance Specialist acts as liaison to NERC and the Reliability Regions for compliance issues, tracks NERC and Reliability Region activities and consults/advises key Constellation personnel to develop strategic direction for Energy Delivery compliance to NERC and Reliability Region standards. Operates with wide latitude on action and decision-making

Primary Duties and Accountabilities
- Evaluate, determine, and report Constellation Power compliance to Constellation Power/ Constellation Corporate procedures, standards and requirements. Recommend enhancements to current practices and procedures to drive continuous improvement.
- Responsible for evaluation, tracking and reporting of Constellation Power/ Constellation Corporate compliance with NERC and Regional Entity Standards
- Responsible for performing self-assessments of Constellation Power/Constellation Corporate compliance to procedures, policies and actions taken as result of Root Cause Investigation (RCI), Area Control Error (ACE) or Condition Report (CR) corrective actions
- Create mitigation plans based on Self Reports and monitor the status of mitigating steps through Action Tracking and Quarterly Update on each Mitigation Plan with Regional Entities and other regulatory entities.
- Perform quarterly assessments of Constellation Power plants compliance with each standard Constellation Power/ Constellation Corporate has to comply with based on registrations with Regional Entities.
- Ensure necessary work activities for NERC Compliance are initiated in the Work Management system, executed using procedures and tracked in systems with documented completion evidence.
- Provide analysis and support to leadership for the NERC Compliance Program including ongoing reporting of performance improvements, organizational initiatives and compliance related communications.
- Lead or participate in compliance audits. Plan, prepare and execute audit tasks and support audit teams.
- Represent Constellation Power/Constellation Corporate on NERC (RFC) committees to facilitate benchmarking and continuous improvement.
- All other job assignments and/or duties pursuant to company policy or as directed by management to include but not limited to: (Department duty coverage and/or call out, and positions outside of department in support of outage activities etc.)

Minimum Qualifications
- Bachelor's degree in engineering, business administration, or related field with 8 years electric utility rate, regulatory, legal, transmission planning, operations or financial experience
- Associate's degree in engineering, business administration, or related field with 10 years of electric utility rate, regulatory legal, transmission planning, operations or financial experience
- High school diploma/GED with 12 years of related industry experience
- Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties.
- Demonstrated excellent written and oral communication skills
- Proven ability to perform in a high-performance culture
- Demonstrated ability to build consensus and establish trust
- Demonstrated business acumen and an ability to work through ambiguity
- Demonstrated ability to creatively solve complex problems
Preferred Qualifications
- Master's degree in engineering, business administration or law degree
- Experience working with Federal Energy Regulatory Commission (FERC), NERC and other reliability organizations, their regulations and related statutory provisions
- Experience with NERC and Regional Reliability Organization policies, organization and procedures
