Principal Accountant (Technical)
At Pembrokeshire County Council, we are responsible for managing and investing in a wide and diverse asset base—from schools and care facilities to highways, coastal infrastructure, and community spaces.
We are seeking an ambitious and highly skilled Technical Principal Accountant with a strong focus on capital and asset accounting. The role will ensure our financial reporting is robust, that key components of the Statement of Accounts are completed accurately, that compliance requirements are met, and that high-quality financial information supports informed decision-making across the Council.
This is a critical role where your expertise will directly influence how we plan, manage, and safeguard our assets for future generations.

Key Responsibilities
You’ll be the Council’s lead specialist on technical accounting with a strong focus on capital and assets. Your responsibilities will include:
- Leading the preparation of the Statement of Accounts, with particular responsibility for:
- Property, Plant & Equipment (PPE)
- Revaluations, impairments, and depreciation
- Right of use assets
- Ensuring compliance with the CIPFA Code of Practice on Local Authority Accounting, IFRS, and statutory capital accounting requirements
- Leading on technical areas, particularly:
- Asset accounting and valuation requirements
- Leases and infrastructure assets
- Supporting on the Capital programme accounting and financing
- Working closely with property and other services to ensure accurate asset data and reporting
- Liaising with external auditors, particularly in complex technical areas
- Driving improvements in asset accounting processes, systems, and controls
- Supporting treasury and capital strategy reporting where required

About You
You’ll bring strong technical expertise alongside the ability to translate complex accounting into practical insight:
- CCAB qualified (CIPFA, ACCA, ICAEW, ICAS, CAI) CIMA or equivalent
- Significant experience in capital and asset accounting, ideally within local government
- Strong understanding of:
- IFRS and the CIPFA Code of Practice on Local Authority Accounting
- Asset valuation concepts and their accounting implications
- Capital financing and local authority capital framework
- Experience working with auditors on complex technical issues
- Ability to work collaboratively with both finance and non-finance professionals
- A proactive, solutions-focused mindset with a commitment to continuous improvement
