Controls and Communications Engineering Support and Leadership Manager

About the Role

Provision of Controls and Communications Engineering support and leadership to projects across all phases, from tendering through design, installation, testing, commissioning, and handover.

  • Management of Controls and Communications installations to ensure successful delivery with adherence to HSE, programme, quality, compliance, and commercial standards.

Key Responsibilities

Engineering Leadership

  • Act as the Comms CRE (Contractors Responsible Engineer) for Network Rail projects.
  • Supervise design and engineering activities across multiple disciplines on projects, overseeing teams of engineers, specialists, and BIM/CAD technicians.
  • Ensure engineering work aligns with safety, maintainability, ease of installation, design sustainability, and environmental impact.

Technical Design & Compliance

  • Design typical systems, including:
    • Control systems (DCS, SCADA, PLC, BMS)
    • Public Address and Voice Alarm Services (PAVA) (to EN 54)
    • Fixed Telecoms Network (FTN/FTNx)
    • GSM-R
    • Networks (IP networking, Fibre, Ethernet, Modbus, Wireless, BACnet, etc.)
    • CCTV (including IP)
    • Voice Over Internet Protocol (VOIP)
    • Trackside telecommunications equipment and infrastructure
    • RF Radio (including leaky feeders)
  • Undertake design modelling using relevant software (ProDesign-Amtech).
  • Conduct formal design review verification (CAT2 checking) compliant with current standards to ensure buildability and constructability.
  • Identify weaknesses or errors that could compromise functionality.
  • Apply HSE best practices in all activities.
  • Balance protections for Hazard Identification (HAZID), HAZOP, and HAZCON studies as required.
  • Ensure compliance of designer risk registers with installation criteria.

Problem-Solving & Client Deliverables

  • Deliver engineered solutions for key project problems, aligning with client expectations, project restrictions, and budget constraints.
  • Manage all necessary design registers, meeting minutes, and drawing registers in compliance with VVB and project-specific requirements.
  • Oversee formal communications (e.g., RFIs, TQs, EWNs, MARs).
  • Collaborate with CAD/BIM teams to ensure correct drawing modelling to BIM or other standards.
  • Conduct clash detection and interface problem reviews for drawings.

Procurement & Contract Management

  • Develop scope documents for tenders and procurement processes.
  • Liaise with manufacturers to evaluate product suitability in partnership with procurement teams.
  • Attend FAT and SAT (and other phases) to ensure compliance with requirements.

Installation & Project Controls

  • Engage directly with installation teams to assess design suitability, works methodology, and resolve installation challenges/constructability issues.
  • Support commercial departments in tracking design changes and variances.
  • Work with planning teams to stay ahead of design, installation, and testing schedules.
  • Provide accurate forecasts of remaining work to maintain project programme integrity.

Subcontractor Management

  • Oversee subcontractor works as required, assisting commercial teams in valuation and contract support.

Compliance & Knowledge Maintenance

  • Ensure overall compliance with VVB, client quality management systems, and legal/standards requirements.
  • Continuously update knowledge of electrical, construction, legislative, and industry best practise standards.

Team Leadership

  • Manage and review engineering teams’ time allocation.
  • Provide training and mentoring for junior engineers.

Requirements

Qualifications

  • HND in relevant Engineering discipline.
  • Engineering Council Registration as Chartered Engineer (CEng).
  • Registered membership of CIBSE, IET, or another recognised Engineering Council institution.
  • CSCS Card – AQP or PQP minimum.
  • Full UK driver’s licence.

Experience

  • Proven experience as a Network Rail CRE.
  • Strong working knowledge of NR 02009 standard.
  • In-depth understanding of Network Rail and London Underground (LUL) control and communications standards.
  • Seven years’ experience as a Senior/Principal Electrical Engineer.
