Principal Consultant – Environmental Assessment & Consents

(Offshore Renewables focus) – GoBe Consultants Ltd (APEM Group)

We’re seeking an experienced marine consultant to lead UK offshore renewable projects, supporting(** large EIA**, post-consent compliance, and floating offshore wind developments. This is a senior Principal Consultant role at the heart of the offshore wind sector—where your expertise shapes the future of marine energy.


About the Role

Join GoBe Consultants Ltd, part of the APEM Group, to deliver cutting-edge offshore wind projects. In this senior leadership position, you will:

  • Oversee the delivery of complex offshore projects, providing EIA, HRA, and consenting compliance expertise.
  • Act as a trusted strategic advisor to clients—engaging with consent managers, engineers, legal teams, and regulators to drive practical, compliant solutions.
  • Mentor junior consultants and lead project teams, fostering a high-performance culture.
  • Contribute to strategic growth in offshore renewables, including floating wind and coastal infrastructure.

With 70%+ of UK offshore wind projects supported by APEM/Gobe, this role gives you unparalleled scope to work on the industry’s most ambitious projects.


Key Responsibilities

Leadership & Client Advisory

  • Provide expert technical guidance on Environmental Impact Assessments (EIA), Habitats Regulations Assessments (HRA), and consent compliance.
  • Act as key liaison between clients, regulators (e.g., Ofgem, MEPC, SEPA), and stakeholders, ensuring smooth project delivery.
  • Specific EIA & consenting experience includes:
    • Preparing and reviewing EMAs, EAAs, HRAs and post-consent monitoring reports.
    • Developing science-based mitigation strategies for marine developments.

Project & Team Management

  • Oversee complex offshore projects, ensuring on-time, within-budget delivery.
  • Develop and lead multidisciplinary teams, from project inception to consents, with mentoring advisers, specialists, and field teams.
  • Quality assure deliverables across all project phases, ensuring regulatory compliance and industry best practices.

Strategic Growth & Innovation

  • Stay ahead of regulatory trends, particularly in UK, ROI, and Scottish planning frameworks.
  • Advise on emerging sectors—particularly floating offshore wind—helping shape future projects.
  • Proactively identify improvements and innovations in risk management, community engagement, and technical due diligence.

Requirements

Educational Background

  • Degree (Preferred: MSc) in marine science, ecology, environmental science, or related offshore/marine discipline.
  • Relevant chartered membership (or working towards) is desirable but not mandatory.

Experience & Expertise

  • 5+ years’ experience in offshore renewable energy (primarily wind) or major marine development sectors (e.g., offshore aquaculture, dredging, cable corridors).
  • Proven track record in delivering:
    • Environmental Impact Assessments (EIA) and HRAs
    • Pre-consent and post-consent compliance programs
    • Habitat management plans, marine mitigation strategies
  • Demonstrated success in government/regulator engagement (e.g., consents for SEPA, JNCC, MMO, DfT).
  • Strong financial and programme management experience within complex industry projects.

Skills & Attributes

  • Exceptional communication—able to present to regulators, investors, and non-technical clients clearly and concisely.
  • Problem-solving mindset—comfortable negotiating trade-offs between ecological viability, cost-effectiveness, and operational constraints.
  • Leadership—experienced in managing teams of varying expertise levels and delivering under pressure.

Desirable Additional Experience

  • Familiarity with floating offshore wind development frameworks.
  • Scottish/EU planning process expertise is a strong advantage.
  • Postgraduate certifications in assessment methods, resilience, or energy projects.
  • Exposure to cumulative impact assessments or ** Navisworks/VDATA** (construction collaboration tools).
