We’re seeking a Principal Delivery Manager to provide strategic leadership across a complex digital portfolio, shaping how critical products and services are developed and executed across the organisation.

This permanent position offers the chance to influence digital delivery strategy within an organisation undergoing significant transformation. The role is highly visible and involves:
- Shaping ways of working to ensure Delivery Excellence.
- Establishing conditions for multidisciplinary teams to thrive.
- Delivering impactful digital products and services for both Ofgem and end consumers.
This position demands strategic leadership, operational oversight, and cross-divisional influence as a leader in the transition to a cleaner, fairer, and more secure energy system.
Responsibilities
To ensuring successful delivery across teams and partners:
Core Responsibilities
- Lead Delivery Community: Shape a community of practice focusing on:
- Building capability.
- Continuous improvement in delivery frameworks.
- Professional development of Delivery Managers.
- Team Leadership:
- Recruit and lead skilled Delivery Managers to execute the digital portfolio.
- Line-manage teams to achieve high performance, provide pastoral care, and fostering career growth.
- Cross-Functional Collaboration:
- Work with Programme Managers and practice leads to ensure seamless delivery.
- Coach Delivery Managers in Best Practices while identifying dependencies across the portfolio.
- Strategic Alignment:
- As part of the Digital Leadership Team, co-develop and implement digital delivery strategy for D&S.
- Oversee project scopes and architect the roadmap for digital products, breaking work into actionable stories.
- Agile Governance & Oversight:
- Ensure Agile ceremonies (e.g., sprint planning) meet governance standards.
- Assurance & Assistance:
- Act as a Scrum Master when required while ensuring controls and reporting align with Ofgem governance.
- Track delivery through fortnightly sprints and monthly reporting, including risk and project highlight updates.
- Prioritisation & Protection:
- Keep teams focused on priorities and shield them from unnecessary distractions.
- Continuous Improvement:
- Align Delivery Practices with Government Digital Service (GDS) standards to improve portfolio-wide delivery.
- Stakeholder Confidence:
- Escalate risks/barriers and enhance transparency for consistent, high-quality delivery.
- Risk Management: Handle product risks, mitigate issues, and drive timelines to success.

Key Outputs & Deliverables
- Portfolio Reporting: Maintain clear visibility over risks/dependencies, issue status, and engagement decisions.
- Agile Ceremonies:
- Facilitate sprint planning, development retrospectives, and showcases for iterative delivery + governance.
- Team Alignment: Foster collaboration, motivation, and consistency toward objectives.
- Stakeholder Relations: Build and maintain strong internal and external stakeholder relationships.
- GDS Compliance:
- Ensure governance frameworks and delivery meet GDS standards and drive practice maturity.
- Decisional Oversight: Establish efficiencies in program leadership and reports to track work progress.
Person Specification
Essential Criteria
Experiential & Leadership
- Strong track record as Senior Delivery/Programme Manager demonstrating proven high performance and impact. (•Lead• Criteria)
- Experience managing large teams—from recruiting to appointing leading likely to succeed.
- Leadership in Freelancing: Actively overseen multiple Delivery Managers and build structures (e.g., standards, tooling, repeatable practice improvement) to elevate maturity. (•Lead• Criteria)
- Possession of an expert-level certification (or equivalent experienced) in related domains:
- ICP-APM Certified Project Delivery Manager
- ICP_ENialize Certified Scrum Master (A-CSM qualifications).
- Complex Programme Portfolio experience managing across multiple agendas—bundling business analysis, budget management, and socio-technical dependencies.
- Exceptional stakeholder management & communication to align at senior levels, simplify technical complexities, and gains alignment.

Technical Skills
Eligible techniques relevant to civil service needs include:
- Agile Project Delivery frameworks.
- Controls management (GDS standards, tailored for UK energy regulations).
- Portfolio-level insight concerning influencing services and strategic impact.
Presentation Requirement candidates will be required to deliver written summary + live presentation showing personalised alignment to role standards.
Remuneration & Benefits
- Base Salary: £63,524 p.a.
- Pensions: £18,379 toward an Ofgem-contributing Civil Service Defined Benefit Pension (Comprehensive benefits announced).
