The Opportunity

I'm currently working with a well-established Local Authority that is looking to appoint an experienced Principal Development Management Engineer to join their Highways Development Management team in the West Midlands area.

This is an excellent opportunity to play a key role in shaping the delivery of some of the region's largest strategic growth programmes, including major residential developments, new infrastructure and sustainable transport schemes that will have a lasting impact on the area for years to come.

You'll be joining a collaborative and supportive team where you'll have the opportunity to:

  • Lead on complex development proposals
  • Work closely with developers and planning teams
  • Influence transport infrastructure from the earliest planning stages through to delivery

The Role

As Principal Development Management Engineer, you'll act as a senior technical lead within the Highways Development Management team, providing expert advice on a wide range of planning applications and highway matters.

Key responsibilities include:

  • Leading the technical assessment of major and complex planning applications.
  • Reviewing Transport Assessments, Transport Statements and Travel Plans.
  • Providing highways advice throughout the planning process.
  • Negotiating with developers, consultants and planning officers to achieve suitable highway solutions.
  • Managing and advising on Section 278, Section 38 and other highway agreements.
  • Supporting planning appeals, committee reports and technical responses where required.
  • Working alongside internal departments and external stakeholders to ensure developments are delivered safely and sustainably.
  • Mentoring and supporting junior engineers within the team.
  • Managing multiple projects simultaneously while ensuring deadlines and service standards are achieved.

Major Projects

This role offers the opportunity to work on some of the authority's most significant development programmes, including:

  • Strategic residential developments of approximately 10,000 new homes.
  • Large mixed-use developments of approximately 2,000 homes.
  • Supporting infrastructure including new highways, junction improvements, schools, active travel routes, public realm and employment land.

These are long-term schemes where you'll have genuine influence over how future communities are planned and delivered.

We're keen to speak with engineers who have experience within a Local Highway Authority or consultancy environment supporting development management.

You'll ideally have experience in:

  • Highways Development Management or Development Control.
  • Assessing planning applications.
  • Transport Assessments and Travel Plans.
  • Section 278 and Section 38 agreements.
  • Highway design standards including Manual for Streets and DMRB.
  • Working closely with developers, planning officers and transport consultants.
  • Stakeholder management across multiple disciplines.
  • Managing complex workloads and competing priorities.

Chartered status (or working towards it) would be advantageous but is not essential.
