Principal Public Health Intelligence Specialist in Population Health Management (PHM)
Job Overview
An exciting senior position has arisen within Betsi Cadwaladr University Health Board (BCUHB) in the Public Health Directorate. The Principal Public Health Intelligence Specialist in Population Health Management (PHM) will lead a PHM Programme within Public Health Intelligence, Research & Evaluation, collaborating closely with the Digital, Data, and Technology (DDaT) Directorate to develop a system aimed at improving population health outcomes.
The PHM system will:
- Optimise resource allocation as a Health Board
- Engage with a diverse range of stakeholders, organisations, and delivery partners
- Drive community benefit and equitable health improvements
Main Duties & Responsibilities
The postholder will:
- Report to the Consultant in Public Health and Assistant Director of Data, Intelligence & Insight (DI&I)
- Lead system-wide PHM implementation across the Public Health and DDaT Directorates
- Integrate data from primary, secondary, and tertiary care sectors, plus wider health determinants, to:
- Conduct segmentation modelling
- Develop risk stratification approaches
- Analyse full patient pathways
- Monitor health inequalities and disparities
- Work with health and care stakeholders to:
- Deploy linked datasets for evidence-based interventions
- Tailor care provisions to address unmet needs
- Prioritise services based on population-level insights
- Proactively identify high-risk individuals for targeted support
- Develop and implement new information systems for healthcare innovation
- Demonstrate negotiation, leadership, and motivation skills in cross-organisational collaboration

Key Requirements
Qualifications & Knowledge (Essential)
- Master’s degree or equivalent experience in a numerical discipline (e.g., Maths, Physics, Economics, Operational Research, Statistics, or Social Research)
- Specialised knowledge in healthcare, public health, or population health management (achieved via degree, experience, or training)
- Proficiency in analytical techniques, including:
- Supervised/unsupervised machine learning (e.g., regression, decision trees, classification models)
- Understanding of linked data applications in improving health outcomes and data linkage principles
Skills & Attributes (Essential)
- Advanced analytical and problem-solving skills able to:
- Break down complex data and draw actionable conclusions
- Make data-driven, judgement-based decisions
- Robust written and verbal communication skills, enabling:
- Clear presentations and administration of sensitive information
- Persuasion, influencing, and negotiation at individual and group levels
- Collaboration with high-level stakeholders
Experience (Essential)
- Extensive background in population health intelligence (PHM)
- Proven leadership/managerial experience in:
- Delivering data-driven analysis for health/healthcare policies
- Supporting health service improvements
- Experience in:
- Analysing complex health datasets and translating findings for senior professionals
- Cross-organisational partnership development
- Forming sustainable working alliances and building consensus
