Principal Public Health Intelligence Specialist in Population Health Management

Job Overview

An exciting opportunity has arisen for Betsi Cadwaladr University Health Board (BCUHB) to appoint to a senior position within the Public Health Directorate.

The Principal Public Health Intelligence Specialist in Population Health Management (PHM) will play a critical role in driving forward a PHM Programme within the Public Health Intelligence, Research & Evaluation Programme in the Public Health Directorate, working closely with the Digital, Data, and Technology (DDaT) Directorate.

This programme aims to develop a PHM system that will lead to demonstrable improved population health outcomes, maximising the total resource allocation as a Health Board and working across a wide range of stakeholders, organisations, delivery agents, and partnerships, in order to benefit communities.


Main Duties

The postholder will:

  • Lead, on behalf of the Consultant in Public Health and the Assistant Director - Data, Intelligence & Insight (DI&I), the development and implementation of a whole system approach to Population Health Management (PHM), leading a team across the Public Health and DDaT Directorates.
  • Work with data from across primary, secondary, and care sectors, as well as data on wider determinants of health, to:
    • Undertake segmentation modelling
    • Perform risk stratification
    • Conduct analysis of full patient pathways
    • Identify and monitor health inequalities
  • Collaborate with stakeholders across health and care to:
    • Use linked data to tailor care provision
    • Identify people who would benefit most from proactive intervention
    • Tailor services to best meet population needs
  • Have experience in developing information systems and new information solutions, along with outstanding negotiation and motivational skills.
  • Meet national standards in population health management, improvement, assurance, and scrutiny of information and data/utilisation capability.

Person Specification

Qualifications and Knowledge

Essential criteria:

  • A Masters degree or equivalent experience in a highly relevant domain such as:
    • Data analysis (e.g., Mathematics, Physics, Economics),
    • Operational Research,
    • Statistics, or
    • Social Research.
  • Specialist knowledge of healthcare/public health/providing for and managing population health, acquired through degree or equivalent experience/training.
  • Use of analytical techniques, including:
    • Supervised and unsupervised machine learning algorithms (e.g., regression modelling, decision trees, classification).
  • Knowledge of how linked data can be used to improve health and an understanding of principles and approaches to data linkage.

Skills and Attributes

Essential criteria:

  • High-level analytical and problem-solving skills, with the ability to:
    • Analyse highly complex data/information/problems.
    • Make judgements and draw conclusions.
  • Strong communication skills, both written and verbal, including:
    • Providing and receiving highly complex, sensitive information.
    • Using persuasion, influencing, and negotiation with individuals and groups/stakeholders.
  • Ability to apply data to inform resources, service development, or policy strategy.

Experience

Essential criteria:

  • Extensive experience and a successful track record in public health intelligence.
  • Proven experience of working in a management/leadership role related to providing analyses for health and care services or health and care policy.
  • Experience in analysing and interpreting complex data and information, including an understanding of data ethics, governance, state guidance, and guidance.
  • Experience of partnership working and the ability to:
    • Develop effective and sustainable relationships across teams.
    • Build consensus with key individuals and organisations.
