Principal Traffic Officer

Permanent – Grade D £45,091 – £53,460 (Consultation grade; subject to evaluation under the Equal Pay Programme) 36.5 hours per week


About the Role

We are seeking a knowledgeable and proactive professional to support the Parking Services Manager and Traffic Regulation Order (TRO) Manager in delivering effective traffic management across the city. This role requires a strong focus on highway operations and statutory compliance, with responsibility for supporting the Council’s duty to ensure the expeditious movement of traffic on its network.

The incumbent must demonstrate a thorough understanding of:

  • Traffic Management Act 2004
  • Road Traffic Regulation Act 1984
  • Associated legislation and regulatory frameworks.

Key Responsibilities

Traffic Regulation Orders (TROs)

  • Drafting, delivering, reviewing, and managing TROs in both digital and non-digital formats.
  • On-site reviews of TRO schemes to ensure compliance with regulations and guidance, while verifying their compatibility with operational requirements.

Transport and Development Coordination

  • Providing expert advice on transport-related matters linked to:
    • Planning applications
    • Infrastructure schemes
    • Private developments
  • Support the role with knowledge of enforcement legislation and practices.

Essential Requirements

Experience and Skills

  • Proven management or supervisory experience in a highway-related discipline, with expertise in:
    • Traffic management around new developments.
    • Traffic Regulation Orders (TROs) processes.
  • Strong communication, negotiation, and consultation skills to liaise with diverse stakeholders.
  • Demonstrated leadership abilities, capable of motivating and developing teams.
  • Ability to manage change and drive continuous improvement in operational processes.
  • Excellent analytical and problem-solving skills, with a focus on developing innovative solutions.
  • Exceptional organisational skills to balance competing priorities effectively.
  • High attention to detail, particularly when preparing and reviewing Traffic Regulation Orders.
  • Strong IT proficiency, including experience using digitised TRO systems.
