Private Sector Housing and HMO Licensing Apprentice
Location: Norwich City Council
About the Role
To assist in the delivery of statutory functions across **private sector housing and HMO licensing, supporting investigations into housing legislation breaches, evidence collection, and enforcement action.
Development opportunities include progression through apprenticeship qualifications—first the Level 4 Regulatory Compliance Officer (Housing Standards), then the Level 5 Diploma in Private Sector Housing Interventions and Advanced Professional Certificate.
Responsibilities
Note: Complexity of workload and supervision varies by career grade.
- Deliver statutory functions and activities across private sector housing and HMO (Housing in Multiple Occupation) licensing
- Assist with investigations of alleged breaches of housing legislation, collecting evidence for enforcement/interventions
- Perform proactive inspections (HMO premises, disrepair checks) and reactive investigations (unlicensed properties, complaints) under supervision
- Assess compliance against HHSRS (Housing Health and Safety Rating System) and support enforcement actions, including:
- Prosecution case preparation (e.g., Magistrate’s Court attendance)
- Drafting formal notices and managing evidence chains
- Engage with residents/businesses to provide advice on legal provisions/best practice (verbal, written, and face-to-face)
- Contribute to service improvement, introduce income streams, and identify efficiency savings while aligning with customer-focused service standards
- Assist senior officers with reports, training, and cross-team collaboration to build experience

Education
- England equivalency to:
- Three A Levels (Grade C+) or a Level 3 Apprenticeship in Environmental Health/related fields OR
- Level 2 in English and Maths
- OR comparable qualifications/experience in property compliance, health/safety regulations, or similar professional development
