Regulatory Compliance Officer – Private Sector Housing (Apprenticeship Role)

About the Role

This position supports the delivery of statutory functions in private sector housing and HMO licensing. Successful candidates will:

  • Assist in investigations of housing legislation breaches
  • Collect evidence and progress enforcement actions
  • Contribute to inspections and offer guidance to residents/businesses
  • Support efficient, customer-focused service delivery
  • Progress through a structured apprenticeship programme within local government

The role requires completion of the L4 Regulatory Compliance Officer – Housing Standards apprenticeship. Upon completion, progression will include the L5 Diploma in Private Sector Housing Interventions and an Advanced Professional Certificate.


Responsibilities

(Note: Responsibilities scale with experience and supervision level)

  • Contract Compliance & Monitoring

    • Assist in delivering private sector housing and HMO licensing functions under legal frameworks
    • Support proactive inspections, compliance visits, and interventions in commercial/domestic premises
    • Collaborate with multi-agency partners on unlicensed HMO investigations (evidence collection for enforcement)
  • Inspections & Enforcement Support

    • Inspect HMO premises for disrepair and HHSRS compliance
    • Work towards case progression—from reactive complaints to larger projects
    • Draft reports, formal notices, and court case reports (attending as a witness when needed)

  • Service Improvement & Growth

    • Analyze service data and propose improvements
    • Proactively explore income streams and efficiency savings to benefit the council
    • Contribute to cross-team knowledge exchange and continuous professional development (CPD)
  • Stakeholder Engagement

    • Advise residents/businesses on legal provisions via phone, email, or face-to-face interactions.
    • Maintain accurate case records and meet performance targets.

** Educational Requirements**
  • A-Levels equivalent qualification:
    • Three A Levels (Grade C or above) in an environmental health-related subject
    • OR a Level 3 apprenticeship in a related field
    • OR equivalent experience
  • GCSE Level 2 in English and Mathematics

  • Apprenticeship with Norfolk County Council:
    • L4 Regulatory Compliance Officer (mandatory)
    • Progress to L5 Diploma in Private Sector Housing Interventions on qualification
  • Apprenticeships offer financial support, including wage subsidies.
