Private Sector Housing Technical Officer
Location: Luton Salary: £33,143 – £36,363 per year (pro rata) + £963 essential car user allowance Hours: 37 per week Contract: Fixed-term secondment for 9 months
About the Role
Luton Council is seeking a committed and knowledgeable Private Sector Housing Technical Officer to join our dedicated team. Salaried professionals experienced in Environmental Health, Private Sector Housing, building construction, or enforcement activities are encouraged to apply.
This role offers an excellent opportunity to make a real difference by improving housing conditions and reinforcing tenants' rights. Your responsibilities will include:
- Conducting inspections and building surveys of residential properties
- Assessing housing standards and advising on necessary actions
- Working closely with landlords, tenants, contractors, and partner organisations
- Supporting enforcement actions as required
Key Responsibilities

Property Inspections & Surveys
- Conduct on-site property inspections and detailed building surveys
- Assess conditions, take measurements, and document findings

Reporting & Enforcement
- Prepare accuracy-compliant reports, specifications, and enforcement documentation
- Support Local Authority enforcement procedures

Stakeholder Engagement
- Provide professional advice to residents, landlords, and stakeholders
- Resolve housing-related disputes effectively

Collaboration & Accountability
- Manage workloads to meet deadlines and service priorities
- Support the Council’s commitment to equality, diversity, and inclusion

About You
Essential Skills & Experience
- Relevant Experience:
- Proven experience in Environmental Health (Private Sector Housing) or equivalent enforcement roles
- Strong understanding of Local Authority enforcement procedures
- Professionalism & Communication:
- Exceptional verbal and written skills
- Ability to communicate tactfully with landlords, tenants, and contractors
- Clear, fluent spoken English for public advisory roles
- Technical Proficiency:
- Experience with inspections, measurements, and technical surveys
- Report-writing accuracy and record-keeping skills
- Organisational & Teamwork:
- Strong prioritisation and time management
- Experience in collaborative working environments
- Other Considerations:
- Understanding of discrimination impacts in service delivery
Professional Requirements
- Qualification: A Building Construction, Building Technology (e.g., BTEC) qualification or equivalent experience
- Work Conditions:
- Ability to travel daily within the Luton Borough
- Willingness to access lofts/roofs via ladders and steps
- Work Hours: Minimum 2 office days per week (09:00–17:00)
