Job Title: Probation Officer
Location: HM Prison Mount Hemel Hempstead, HP3 0NZ
Job Summary
Post holders will undertake the full range of offender management tasks with individuals on probation and under supervision, including:
- Assessments
- Sentence implementation
- Producing professional reports
Work is informed by service procedures and practice directions, requiring professional judgement.
Core Purpose
Manage the risk posed by individuals on probation, protecting victims of crime and the general public, while:
- Providing specific support to criminal courts, criminal justice agencies, and partner organisations.
- Supervising individuals during community orders, licences, and custodial periods.
- Mitigating risk collaboratively across agencies.
- Preventing reoffending and fulfilling the needs of both victims and those supervised under probation.
Adherence to PS policies and protocols is mandatory, particularly regarding:
- Equality and inclusion alignment with the work undertaken.
- Handling sensitive/confidential information responsibly.
Main Responsibilities
Offender Assessment & Management

Prepare professional assessments and written reports for:
- Courts
- The Parole Board
- Other criminal justice agencies
- External partner organisations.

Conduct full offender management tasks for individuals assessed at all risk levels (from low to *very high).

Maintain comprehensive digital records using computer-based offender management systems within deadlines.
Risk Mitigation & Stakeholder Coordination
- Link victim contact networks with broader offender interventions.
- Proactively refer individuals to:
- Court teams
- Approved Premises
- Prisons
- External organisations impacting reoffending reduction.

- Attend multilateral meetings and forums, including MARAC and MAPPA.
Professional Engagement & Team Support

Collaborate with Probation Services Officers (PSOs) and other teams, offering guidance and mentorship.

Provide cover across teams as required.

Conduct prison/home/remote visits for supervision, report provision, or assessment.
Programme Delivery & Compliance
- Lead or co-facilitate accredited programmes aligned to the job grade.

Safeguarding children aligns strictly with statutory guidelines.

Model/proactively enforce pro-social behaviours, undermining anti-social conduct terms.
Additional Duties

Adapt role to new reasonable task requirements; significant workload changes reviewed via Job Evaluation Scheme.

Evaluate candidates proficient in roles wherever mandated:
- Medium of English written/spoken
- For roles in Wales: Welsh language competence allocations.

Technical Requirements
Compulsory Qualifications
Hold one of the following probation-related qualifications:

PQF Honours Degree/Graduate Diploma
- With Level 5 Diploma in Probation Practice.
OR
-
Diploma in Probation Studies.
OR
-
Diploma in Social Work (Probation specialism).

Additional Knowledge
- Expertise in the workings of the criminal justice system, including Probation Service (PS) scope.
- Broader understanding across legislation, national standards, and evidenced risk-based interventions.
