Procurement and Contracts Manager

Procurement and Contracts Manager – Lewisham Council

Location: Laurence House, Catford, London (SE6 4RU), with a hybrid working approach

About the Role

This is an exciting opportunity to join Lewisham Council’s Procurement team. As a Procurement and Contracts Manager, you will drive excellence in procurement practices, support the Housing Directorate, ensure compliance with regulatory and legal frameworks, and contribute to the development of the Council’s procurement strategy.

Core Responsibilities

Operational Management & Compliance

  • Provide expert consultation and support to the Housing Directorate, ensuring alignment with PA2023, UK, local, and Council regulations.
  • Manage and maintain the Council’s integrated online procurement system, prioritising updates to ensure compliance, efficiency, and high effectiveness.
  • Train, advise, and monitor Directorate commissioners on procurement practices, including legal compliance, tendering strategies, and use of procurement tools like option appraisals.

Strategic Oversight & Policy Development

  • Review tenders ahead of publication, ensuring legal compliance and guidance on necessary corrections.
  • Develop and propose the Council’s procurement strategy, supported by benchmarking, market analysis, and policy alignment.
  • Ensure procurement processes support broader Council objectives, including economic, social, and equality goals.

Contract & Team Management

  • Oversee day-to-day operations of the procurement team, maintaining contract records and supplier communications.
  • Promote collaboration with public/private sector partners to maximise shared opportunities.
  • Meet with stakeholders, including Mayor, directors, executive teams, and external local authorities, to represent the Council’s interests.
  • Advise on procurement broadcasts and strategic reporting, ensuring transparency.

Continuous Improvement & Knowledge Sharing

  • Stay informed on new procurement laws, best practices, and industry innovations, disseminating insights across the Council.
  • Lead performance management of procurement officers and apprentices, ensuring alignment with strategic goals.
  • Monitor project delivery to maintain metrics, quality, and budget adherence.

Reporting & Additional Duties

  • Present at Council meetings as required, providing advice and counsel to senior leaders.
  • Comply with all reasonable additional duties as directed by senior management, ​adhering to hybrid working requirements and quarterly in-office commitments.

Key Criteria

We seek a detail-oriented, strategic thinker with:

Experience

  • Minimum 8 years relevant procurement experience, preferably within public sector, registered housing providers, or contract management.
  • Proven ability to drive compliance, value-for-money, and strategic procurement outcomes.

Skills

  • Excellent stakeholder engagement skills in negotiating with teams, contractors, and senior leaders.
  • Strong organisational abilities: juggling complex procurement projects, deadlines, andDirectory.
  • Adaptability to hybrid work, supporting corporate/procurement teams across the Council.
