Procurement Contract Manager
Commercial M&E Contracts and Procurement Manager
About the Role
Radius is recruiting for a Commercial M&E Contracts and Procurement Manager to join a Datacentre organisation based in London.
The Commercial Contracts Manager will lead and advise on procurement strategies, support tender preparation and management, conduct contract negotiations, and ensure robust compliance, risk management, and cost optimisation—aligning purchasing decisions with Business as Usual and major capital expenditure projects.
Key Responsibilities
Contract & Procurement Leadership
- Lead and advise on procurement strategies, ensuring alignment with Business requirements while maximising cost optimisation and value for money.
- Support tender compilation, management, and evaluation for professional teams, specialist appointments, OFCI, and construction contracts.
- Negotiate and execute contracts with a focus on compliance, commercial optimisation, and risk management.
- Monitor programme timelines, escalate issues, and coordinate with stakeholders to meet procurement schedules.
Supplier Management & Compliance
- Maintain an approved supplier database, tracking compliance documentation (e.g., ISO Accreditations, insurance renewals, NDAs).
- Update compliance documentation at least twice annually and escalate non-compliance/poor performance.
- Onboard new suppliers via Pre-Qualification, arrange stakeholder introductions, and negotiate Framework Agreements.
- Develop Key Performance Indicators (KPIs) for design teams and contractors, conducting quarterly performance reviews.
- Facilitate upskilling/training events based on lessons learned or process improvements.

Procurement Strategy & Stakeholder Management
- Review the annual Capex Masterplan and advise on procurement strategies, risks, and supplier selection.
- Present procurement strategies to the Business, ensuring programme scalability and cost efficiencies.
- Liaise with stakeholders to refine tender lists, adjust scopes, and align procurement activities with project master programmes.
- Monitor tender releases and escalate delays to ensure scheduling compliance.
Tender Preparation & Evaluation
- Prepare Requests for Proposal (RFPs) and Invitation to Tender (ITT) documentation for professional teams and construction contracts.
- Conduct Quality Assurance (QA checks) on tender readiness, soliciting clarifications or revisions where needed.
- Manage the full tender lifecycle, including Explanations of Interest (EOIs), pre-tender meetings, site inspections, clarifications, and interviews.
- Evaluate tenders for completeness, compliance, and commercial viability, providing detailed scoring and recommendations.
- Collaborate with project stakeholders on tender evaluations, advising on technical, commercial, and contract risks.
- Prepare contractual proceedings, including Limited Letters of Order (Joint Employer’s Price Certificate), contract terms, and engrossment drafts.
- Partner with the legal team to negate terms, brief signatories on risks, and ensure prompt contract execution.

Contractor Engagement & Audits
- Conduct final audits on engrossed contracts before submission for signature.
- Track contract execution timelines, ensuring adherence to Master Programmes and escalating bottlenecks.
- Support mobilisation planning and post-contract performance management.
