Procurement Director
Procurement Director – Social Housing & Public Sector
Sector: Social Housing / Public Sector Procurement Location: Birmingham (Hybrid) Salary & Package: £95,000 + benefits
Sea Global, in partnership with an established procurement organisation within the Social Housing sector, is seeking an experienced Procurement Director to join their Executive Management Team. This is a senior leadership opportunity to shape procurement strategy, drive business growth, and deliver compliant solutions for UK housing providers.
The ideal candidate must combine strong public sector procurement expertise with commercial acumen, strategic thinking, and a passion for delivering value in construction, asset management, and professional services.
Role & Responsibilities
- Lead the procurement function, delivering compliant strategies including Frameworks, Dynamic Purchase Systems (DPS), and Dynamic Markets across:
- Construction
- Asset management
- Professional services
- Oversee end-to-end public sector procurement while ensuring compliance with the Procurement Act 2023 and Public Contracts Regulations.
- Provide strategic procurement advice and support to members, managing complex sourcing projects and contract awards.
- Lead, mentor, and develop the procurement team, driving continuous improvement, governance, and procurement best practice.
- Build strong relationships with stakeholders, members, and the supply chain to maximise commercial value and service delivery.
- Contribute to business strategy, procurement innovation, and organisational growth as a member of the Executive Management Team, deputising for the COO when required.

Experience & Requirements
Essential Qualifications & Experience
- Extensive senior procurement leadership within:
- Social Housing
- Construction
- Asset management
- Wider Public Sector
- Proven track record in delivering complex regulated procurement programmes, Frameworks, and strategic sourcing initiatives.
- Deep understanding of:
- Construction procurement
- Contract forms
- Pricing models
- Commercial delivery
- Experience in leading, developing, and motivating high-performing procurement teams.
- Strong stakeholder management skills, including influencing Executive teams, Boards, members, and external supply chain partners.
- Commercially astute with:
- Strong analytical capabilities
- Financial acumen
- Strategic planning expertise
- Experience developing:
- Procurement policies
- Governance frameworks
- Best practice processes
- Degree-level qualification (or equivalent experience) with significant procurement and commercial leadership.
