Procurement Manager
Are you a strategic thinker with a passion for procurement excellence? CITB are looking for a dynamic Procurement Manager to lead the charge in delivering smart, compliant, and impactful procurement solutions across our organisation.
Role Overview
Location: Peterborough – up to 3 times per week, with occasional travel to our Bircham Newton site (for tenders) Hours: Full-time (35 hours/week) – 08:00 to 18:00 Contract: Permanent Salary: £58,633 + £6,799 car allowance
Key Responsibilities
- Act as a category specialist, providing expert knowledge to the Commercial and Contracts team while advising the most effective ways to procure goods and services.
- Develop and implement procurement strategies, overseeing the entire process—including:
- Conducting market research
- Issuing tenders via our procurement platform
- Collating supplier responses
- Communicating with suppliers (including feedback for successful/unsuccessful bidders)
- Finalising contracts
- Collaborate closely with the Commercial and Contract Manager, ensuring:
- Briefs and specifications are accurate
- Active participation in evaluation briefings and consensus meetings
- Suitable final contract completion
- Adhere to regulations:
- Publish all notices in compliance with Public Procurement Regulations.
- Ensure all procurement activities align with CITB policies.
- Maintain timeliness and compliance throughout the process.
- Manage contract lifecycles, including:
- Tracking contract expiry dates
- Securing sufficient time for future procurement processes
- Updating contractual information on our platforms

Essential Qualifications & Experience
- Communication skills to align expectations and achieve team/departmental goals.
- Broad understanding of cross-functional business integration to support company objectives.
- Experience with varied procurement approaches—specialising in high-value, complex contracts within a public procurement environment.
- In-depth knowledge of procurement principles, regulations, and EU frameworks.
- Current awareness of profession trends and developments.
- Analytical ability to evaluate factual information.
- Degree-level education plus a relevant professional qualification (e.g., TPP accreditation).
- Flexibility to work individually or cohesively within a team.
- Accredited expert status in your field (acting as an industry authority).
- Basic understanding of other business functions for cross-disciplinary problem-solving.
