Procurement Manager (Win Work & Mobilisation) – UK&I
Sector: Major Infrastructure, Engineering & Professional Services Consultancy Location: Multiple UK Locations (Hybrid Working) Rate: £375 – £400 per day (On Payroll / PAYE) Duration: 6-month contract (ASAP Start) Hours: 37.5 hours per week Expenses: Eligible (subject to prior approval and receipts)
Looking for an experienced procurement professional with strong hands-on subcontracting expertise? Do you have a solid grasp of NEC4 contracts and a track record of running sourcing processes in a complex, project-based engineering environment?
We are seeking a proactive Procurement Manager to join a rapidly evolving regional Project Procurement team within our UK & Ireland Operations division. Reporting to the Strategic Procurement Lead, you will play a key role in supporting work-winning activities, managing sourcing exercises, and formally mobilising supply chains for major new contract awards.

Key Responsibilities
- End-to-End Sourcing:
- Manage the source-to-subcontract process, including supplier screening, onboarding, market research, and systems setup.
- Tendering & Procurement Exercises:
- Run ad-hoc sourcing events (EOIs, RFIs, RFQs, RFPs) utilizing digital supplier platforms to support delivery practices.
- Subcontract Drafting & Compliance:
- Collaborate with commercial teams to negotiate supplier terms and conditions, ensuring strict alignment with IR35 compliance in subcontracts.
- Sustainable Procurement:
- Work alongside sustainability and social value experts to embed modern environmental and social requirements into supplier agreements.
- Operational Collaboration:
- Partner with Project Managers to develop high-quality scope documents.
- Advise operational delivery teams on supply chain best practices.
Requirements
- Contracting Organisation Experience:
- A proven track record in Procurement & Supply Chain within engineering, major projects, or complex consulting environments.

NEC4 Competency:
- Significant experience drafting and executing supply chain subcontracts, specifically utilizing NEC4 (Works and Professional Services).

Sourcing Pedigree:
- Strong background in managing competitive tenders, supplier selection, and commercial negotiations.

Multi-Tasking & Stakeholder Skills:
- Resilience and agility to manage multiple subcontracts and sourcing events simultaneously, while dealing with ambiguous stakeholder demands.

Sector Fit:
- An engineering or technical sector background is highly advantageous given our procurement portfolio.
