Procurement Manager – One Lancashire and South Cumbria (Hosted by East Lancashire Hospitals)
About the Role

We’re seeking a knowledgeable, hard-working Procurement Manager to join our team based in One Lancashire and South Cumbria, hosted by East Lancashire Hospitals NHS Trust. You will provide dedicated procurement support to hospital trusts, focusing on delivering credible savings and effective procurement while adhering to public procurement legislation and Trust financial instructions.
Key Responsibilities
As the Procurement Manager, your core responsibilities include:
Procurement & Contract Negotiation
- Identify, develop, and deliver work plans and savings across categories.
- Negotiate enterprise contracts in key supplier domains:
- Software/hardware acquisition
- Maintenance & support services
- Managed services & outsourcing arrangements
- Work closely with various suppliers and internal stakeholders to secure best value.
Process Leadership
- Lead colleagues through compliance-driven procurement processes, ensuring:
- Risk mitigation
- Best value for money
- Legal/compliance adherence (including EU regulations)
- Act as a trusted partner by fostering collaborative working relationships.

Strategic & Operational Support
- Contribute to delivery of the procurement strategy via:
- Balanced Scorecard targets (e.g., savings, efficiency, compliance, service excellence).
- Project-based sourcing of goods, equipment, and services, ensuring value-for-money.
- Support users in navigating the procurement process, including statutory requirements.
Stakeholder Collaboration
- Engage with multi-level stakeholders to position procurement as proactive and solution-focused.
- Influence system-wide improvement projects and foster a collaborative procurement culture.
Essential Requirements
The successful candidate must be: ✔ A Procurement Specialist with in-depth expertise in:
- Technology, hardware, and support services
- Contractual negotiations across various procurement categories. ✔ Experienced in ** Supplier relationship management**. ✔ Familiar with public procurement regulations and e-procurement platforms. ✔ Able to build consensus and drive systemic efficiency improvements.
