Procurement Officer (Contract Management) – Bootle
Location: Bootle Working Pattern: Full-time (hybrid: 60% office attendance required) Salary: £38,005 per annum
About the Role
The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety across Great Britain. With a role covering diverse industries from microbusinesses to multinational corporations managing high-hazard facilities, the Procurement Unit aims to enhance commercial focus in procurement activities that align with the Government Commercial Function principles.
This position offers an opportunity to work in a centralised procurement and contract management capacity, ensuring value-for-money, operational efficiency, and compliance across strategically important contracts.
Responsibilities
You’ll be responsible for:
- Line Management: Supervising one direct report based in Bootle.
- End-to-End Procurement:
- Managing procurement processes in accordance with relevant regulations (e.g., public sector procurement rules).
- Supporting stakeholders through pre-market engagement, strategic planning, and scope development (e.g., Statement of Requirements and evaluation methodologies).
- Ensuring timely contract extensions and re-competition to meet operational needs.
- Negotiation & Contract Management:
- Leading supplier negotiations and overseeing contract execution.
- Conducting performance evaluations and service reviews for central service contracts.
- Contract Oversight:
- Administering contracts and supplier relationships, liaising with business stakeholders and HSE teams.
- Maintaining and updating the contracts register and associated databases.
- Ensuring service levels, standards, and KPIs are met to support service delivery objectives.

Note: This role is initially HSE-based but may transfer to the Building Safety Regulator (BSR); transfer will be a contractual requirement if applicable.
Person Specification
Essential Criteria:
- Proven experience in end-to-end procurement with compliance focus.
- Strong negotiation skills (oral/written) when influencing internal/external stakeholders.
- Ability to draft Statements of Requirement consistently with procurement regulations.
- History in contract management (negotiation, performance tracking).
- Team player communicating effectively and demonstrating initiative.
Qualifications
- CIPS qualification required (or commitment to obtain it).
- Civil Service positions require UK nationality, work rights/obligations specified in the British Nationality Act.
