About The Role

At West Northants Council, it’s about our people and the difference they make. As a Procurement Manager (Housing), you’ll have the opportunity to influence how significant investment is delivered across our housing portfolio, helping to improve homes and services for residents across West Northamptonshire. Working within our Corporate Finance and Procurement team, you’ll play a leading role in shaping commercial strategies, driving value for money and ensuring procurement supports the delivery of our corporate priorities.

What will you be doing?

  • You’ll provide strategic procurement support across a range of housing asset investment and refurbishment projects, working closely with senior leaders to develop procurement strategies that deliver long-term value and excellent outcomes.
  • From developing commercial approaches and leading tender exercises through to contract award and implementation, you’ll take ownership of the full procurement lifecycle while ensuring compliance with legislation and best practice.
  • You’ll analyse markets, identify opportunities for innovation and savings, and build strong relationships with stakeholders, suppliers and contractors. Your expertise will help shape major investment programmes and ensure contracts are commercially robust, sustainable and aligned with service priorities.
  • As an integral member of the team, you’ll also contribute to developing procurement capability across the organisation through mentoring and supporting colleagues, sharing best practice and helping to strengthen commercial awareness and procurement excellence.

About You

  • You’re an experienced procurement professional with strong commercial awareness, relevant sector experience and a track record of successfully delivering complex procurement projects in a housing, FM or estates-based category.
  • You have experience of successfully delivering housing and asset-based procurement projects and understand how to balance quality, value, risk and service outcomes.
  • You’re a confident communicator who enjoys building relationships, influencing decision-making and working collaboratively with a wide range of stakeholders.
  • Whether developing procurement strategies, managing suppliers or supporting colleagues, you bring a proactive and solutions-focused approach to everything you do.
  • Most importantly, you’ll share our ambition to innovate, improve and deliver excellent services for our communities, reflecting our THRIVE values in everything you do.
