Procurement Manager

Procurement Manager – KeolisAmey Docklands (KAD)

At KeolisAmey Docklands (KAD), we operate and maintain the Docklands Light Railway (DLR), delivering a safe, reliable, and high-performing service for millions of passengers annually.

Procurement plays a vital role in supporting our organisation. From engineering and infrastructure to corporate services and technology, our team ensures we obtain the right goods, works, and services safely, compliantly, and with maximum value.

About the Role

We are seeking an experienced Procurement Manager to drive commercial excellence, strengthen supplier relationships, and support the successful delivery of our franchise commitments.

Key Responsibilities

  • Lead end-to-end procurement projects from planning through to contract award and mobilisation.
  • Develop sourcing and category strategies aligned with organisational priorities.
  • Manage competitive tender exercises, supplier evaluations, and commercial negotiations.
  • Ensure procurement activities comply with:
    • DLR Franchise Agreement
    • Transport for London (TfL) Responsible Procurement principles
    • KAD governance requirements
  • Deliver value-for-money through total cost of ownership analysis.
  • Conduct supplier due diligence and manage procurement risks.
  • Embed Responsible Procurement principles, including sustainability, social value, and ethical sourcing.
  • Collaborate with operational teams, suppliers, and budget holders to achieve procurement objectives.
  • Produce procurement reporting, spend analysis, and performance insights to support strategic decisions.
  • Drive continuous improvement in procurement processes and controls.

Qualifications & Experience

Essential

  • Degree-level qualification or equivalent in:
    • Business
    • Procurement
    • Supply Chain
    • Commercial Management
  • MCIPS qualified (or working towards qualification) or equivalent procurement experience.
  • Proven experience in end-to-end procurement activities:
    • Tender management
    • Negotiation
    • Contract award
  • Strong commercial and contract management expertise.
  • Experience within a regulated, technical, or operational environment (e.g., rail, transport, engineering, infrastructure).
  • Excellent stakeholder management and influencing skills.
  • Experience managing supplier risk, governance, and procurement compliance.

Desirable

  • Experience within the rail or transport sector.
  • Knowledge of Responsible Procurement, ESG, or sustainability.
  • Familiarity with procurement, ERP, or contract management systems.
